Stephen L. Percy is Professor of Political Science, Director of the Center for Urban Initiatives and Research, and the Chancellor's Deputy for the Milwaukee Idea at the University of Wisconsin-Milwaukee, where he teaches courses in American government, urban politics, and public administration. He received his A.B. degree in government from Hamilton College and his Ph.D. in political science from Indiana University. Among his publications are A Time for Boldness: A Story of Institutional Change (co-authored with Nancy Zimpher and Mary Jane Brukardt, Anker Publishing, 2002), Disability, Civil Rights and Public Policy: The Politics of Implementation (University of Alabama Press, 1989), Demand Processing and Performance in Public Service Agencies (co-authored with Eric J. Scott, University of Alabama Press, 1985) and numerous journal articles that have appeared in Journal of Politics, Western Political Quarterly, Public Administration Review, Social Science Quarterly, and Urban Affairs Quarterly.
