WAYS AND MEANS for the above Supplies granted to his Majefty, for the Service of the year 1781.

NOVEMBER 16, 1780.

RESOLVED, That, towards raifing the fupply granted to his majesty, the fum of four fhillings in the pound, and no more, be raised within the space of one year, from the 25th day of March, 1781, upon lands, tenements, hereditaments, penfions, offices and perfonal estates, in that part of Great Britain called England, Wales, and the town of Berwick upon Tweed; and that a proportionable cefs, according to the ninth article of the treaty of union, be laid upon that part of Great Britain called Scotland

2. Refolved, That, towards raising the supply granted to his majesty, the duties upon malt, mum, cyder, and perry, which, by an Act of parliament of the twentieth year of his prefent majesty's reign, have continuance to the 24th day of June, 1781, be further continued, and charged upon all malt which fhall be made, and all mum which fhall be made or imported, and all cyder and perry which shall be made for fale, within the kingdom of Great Britain, from the 23d day of June, 1781, to the 24th day. of June 1782

FEBRUARY 6, 1781. Refolved, That towards raifing the fupply granted to his majesty, there be issued and applied the fum of two hundred and eighty-eight thoufand three hundred and forty-fix pounds, nineteen shillings, and eight pence, remaining in the receipt of the exchequer on the fifth day of January, one thousand seven hundred and eighty-one, for the difpofition of parliament, of the monies which had then arifen of the furpluffes, exceffes, overplus monies, and other revenues, compofing the fund, commonly called The Sinking Fund

MARCH 8.

Refolved, That, towards raifing the fupply granted to his majefty, the fum of twelve millions be raised by annuities, and the further fum of four hundred and eighty thousand pounds by a lottery, in manner following; that is to fay,

That every contributor to the faid twelve millions fhall, for one hundred pounds contributed VOL. XXIV.

and paid, be entitled to the principal fum of one hundred pounds in annuities, after the rate of three pounds per centum; and to an additional principal fum of fifty pounds in like annuities, after the rate of three pounds per centum, and also to a farther principal fum of twenty-five pounds in annuities, after the rate of four pounds per centum; the faid feveral annuities, after the rate of three pounds per centum, and four pounds per centum, refpectively, to commence from the fifth day of January one thousand seven hundred and eighty-one.

That the fum of twelve millions, to be contributed as aforefaid, together with the additional capital of fifty pounds to every one hundred pounds advanced and paid, amounting to fix millions, making together in the whole eighteen millions in annuities, after the rate of three pounds per centum, be, from the time of their commencement, added to, and made one joint ftock with, the three pounds per cent. annuities confolidated by the A&ts of the twenty-fifth, twenty-eighth, twenty-ninth, thirty-fecond, and thirty-third of George the Second, and by feveral fubfequent Acts, and charged upon the finking fund, and fhall be payable and transferrable at the Bank of England at the fame time, and in the fame manner, and fubject to the like redemption by parliament, as the faid three pounds per cent. confolidated annuities are payable and transferrable there, and redeemable by parlia

ment:

That the annuity, in refpect of the faid additional fum or capital of twenty-five pounds, to which every contributor of one hundred pounds contributed as aforefaid fhall be entitled, making together in the whole three millions, to carry an intereft and annuity, after the rate of four per cent. fhall be paid at the Bank of England for one quarter of a year, from the 5th day of January one thoufand feven hundred and eighty-one, to the fifth day of April following, and from that time shall be added and made one joint ftock with certain annuities, after the rate four pounds per cent. which were confolidated by an Act of the laft feffion of parliament, and shall alfo be charged upon the finking fund, and shall be payable and transferrable at the Bank of England at the fame time, and in the same manner, and fubject to the like redemption by par liament, as the faid confolidated four pounds per

cent. annuities are payable and transferrable there, and redeemable by parliament.

That every contributor towards raifing the faid fum of twelve millions fhall, for every one thoufand pounds contributed, be entitled to four tickets. in a lottery to confift of forty-eight thoufand tickets, amounting to four hundred and eighty thoufand pounds, upon payment of the further fum of ten pounds for each ticket, the faid four hundred and eighty thousand pounds to be diftributed into prizes for the benefit of the proprietors of the fortunate tickets in the faid lottery, which fhall be paid in money, at the Bank of England, to fuch proprietors upon demand, as foon after the first day of March one thousand seven hundred and eighty two as certificates can be prepared, without any deduction whatsoever.

That every contributor fhall, on or before the fifteenth day of this instant March, make a depofit of fifteen pounds per cent. on fuch fum as he or fhe fhall chufe to fubfcribe, towards raifing the faid fum of twelve millions, with the chief cashier or cafhiers of the governor and company of the Bank of England, and also a depofit of fifteen pounds per cent. with the faid cafhier or cafhiers, in part of the monies to be contributed towards raifing the faid fum of four hundred and eighty thousand pounds by lottery, as a fecurity for making the future payments refpectively, on or before the days or times hereinafter limited; that is to fay,

On L. 12,000,000 to be raised by annuities. £10 per cent. on or before the 27th day of April next. £10 per cent. on or before the 18th day of May next. L. 10 per cent. on or before the 14th day of June next. £.10 per cent. on or before the 24th day of July next. L.15 per cent. on or before the 21ft day of Auguft next.

. 10 per cent. on or before the 18th day of Sept. next. L.10 per cent. on or before the 23d day of Oct. next. L. 10 per cent. on or before the 23d day of Nov. next. On the lottery for £.480,000

L. 20 per cent. on or before the 11th day of May next. £25 per cent. on or before the 10th day of July next. L. 20 per cent. on or before the 11th day of Sept. next. L. 20 per cent. on or before the 9th day of Oct. next. That all the monies, fo to be received by the said chief cashier or cashiers of the governor and company of the Bank of England, fhall be paid into the receipt of the exchequer, to be applied from

time to time to fuch fervices as fhall then have been voted by this house in this feffion of parliament.

That every contributor, who shall pay in the whole of his or her contribution-money towards the fum of twelve millions to be contributed as aforefaid at any time before the twenty-fecond day of October next, or on account of his or her fhare in 'the fald lottery on or before the tenth day of Sept. next, fhall be allowed an intereft, by way of difcount, after the rate of three pounds per cent. per annum, on the fum fo compleating his or her contribution refpectively, to be computed from the day of compleating the fame, to the twenty-third day of November next, in regard to the fum to be paid for the faid annuities, and to the eighth day of October next in respect of the fum to be paid on account of the faid lottery; and that all fuch perfons as fhall make their full payments on the said lottery fhall have their tickets delivered to them as foon as they can conveniently be made out

APRIL IZ..

1. Refolved, That, towards raifing the fupply granted to his majefty, there be iffued and applied the fum of seven hundred fifty-feven thousand and eighty-feven pounds, seventeen fhillings, and ten pence, remaining in the receipt of the exchequer on the 5th day of April, 1781, for the difpofition of parliament, of the monies which had then arifen of the furpluffes, exceffes, overplus monies, and other revenues, compofing the fund, commonly called the Sinking Fund

2. That, towards raifing the fupply granted to his majesty, there be issued and applied the fum of twenty-three thousand feven hundred and eight pounds, eleven fhillings, and ten pence halfpenny, remaining in the receipt of the exchequer on the 5th day of April, 1781, of the two sevenths excife granted by an Act of parliament of the fifth and fixth years of the reign of their late majefties King William and Queen Mary, after fatisfying the feveral charges and incumbrances thereupon for the half year then ended

3. That, towards raifing the fupply granted to his majefty, there be iffued and applied the fum of forty thousand pounds, remaining in the receipt of the exchequer on the fifth day of April, 1781, of the duties on wines, granted by an Act of the eighteenth year of the reign of his late majefty, for

paying annuities on fingle lives, pursuant to the faid Act, after referving fufficient to fatisfy the feveral annuities to the 5th day of January, 1781

4. That, towards raifing the fupply granted to his majefty, there be iffued and applied the fum of fifty-fix thousand pounds, remaining in the receipt of the exchequer on the 5th day of April, 1781, of the duties on glafs, for paying annuities on lives, granted by an Act of the nineteenth year. of the reign of his late majefty, after referving fufficient to fatisfy the feveral annuities to the 5th day of January, 1781

MAY Ift.

Refolved, That, towards raifing the supply granted to his majefty, the fum of one million five hundred thousand pounds be raised by loans on exchequer bills, if not discharged, with intereft thereupon, on or before the 5th day of April, 1782, to be exchanged and received in payment in fuch manner as exchequer bills have ufually been exchanged and received in payment

MAY 24.

Refolved, That, towards raifing the fupply granted to his majesty, the farther fum of one million nine hundred thoufand pounds be raised, by loans or exchequer bills, to be charged upon the first aids to be granted in the next feffion of parliament; and fuch exchequer bills, if not discharged, with intereft thereupon, on or before the 5th day of April, 1782, to be exchanged and received in payment in fuch manner as exchequer bills have usually been exchanged and received in payment

JUNE 14.

Refolved, That, towards raifing the fupply granted to his majefty, the propofal of the governor and company of the Bank of England, for advancing the fum of two millions on exchequer bills, upon fuch terms and conditions as are therein mentioned, be accepted

JUNE 18.

1. Refolved, That, towards raifing the fupply granted to his majefty, there be applied the fum of fixteen thoufand eight hundred and feventy-nine pounds, fix fhillings, and eight-pence halfpenny, remaining in the receipt of the exchequer on the 5th day of April, 1781, fubject to the difpofition
