PREFACE

WHILE compensation legislation is comparatively new, it has developed rapidly, as appears from the fact that Workmen's Compensation Acts have been adopted by the Federal Government, thirty-two states, three territories, and many foreign countries. This legislation has received a sufficiently thorough test to demonstrate its merit as a means of alleviating certain conditions which have arisen as a result of industrial progress, and to assure its permanency. The underlying principles have become sufficiently fixed to make of value a text book based on the opinions of the courts and various commissions and officers vested with the power and duty of enforcing these Acts, particularly if supplemented by an index furnishing a ready means of reference and a means of comparing the text of the legislation on which the opinions are based with the text of that Act in which the investigator is primarily interested. In this view this book has been prepared. It contains references to all material English and American cases and opinions, together with the text of each Act for purpose of comparison as above mentioned, and is submitted in the hope that it may duly facilitate investigations into this interesting and valuable class of legislation.

Occasion is hereby taken to acknowledge the uniform courtesy of the various commissions, boards, secretaries, and attorneys from whom much valuable material and information has been secured.
