carried on effectively, and responsibly. That rule applies to all large bodies of free agents having a common purpose. It applies to the one hundred and fourteen thousand lawyers of the United States. We must have institutions through which our duty can be done if it is to be done. In response to that necessity came the Associations of the Bar - the six hundred local and state associations and this great national organization. Here is at hand an institution for the public service of the profession of the law. To enlarge its membership, to improve its procedure, to increase its scope and efficacy, to strengthen its authority and its appeal in the real life of our time- these are steps by which the lawyers of all the states may rise to the high level of patriotic duty and a dignity of service worthy of a true American Bar.
