their chairman reported the same back to the Senate with a substitute, which the committee had adopted, and in which the concurrence of the Senate was asked.

The report was accepted, the committee discharged, the substitute concurred in, and the resolution as amended, as follows, was adopted:

Resolved, That so much of the special message of the Governor as relates to appropriations and a change in the system of assessments, be referred to the committee on finance; so much as relates to apportioments, the reports of State officers, and the sale of intoxicating liquors, to the committee on State affairs; so much as relates to the supply of fuel and stationery for the public offices, to the committee on supplies; so much as relates to printing and binding, and the publication of notices, to the committee on printing; so much as relates to the election laws, and vacancies in office, to the committee on the judiciary; so much as relates to the specific tax in the upper peninsula, and the refunding the half thereof, to the coommittee on mines and minerals; so much as relates to swamp and overflowed lands, to the committee on public lands; so much as relates to commissioners of highways, to committee on roads and bridges; so much as relates to interest on school fund, to committee on public instruction; so much as relates to a sinking fund, and the funding of the part-paid bonds, to a select committee of five; so much as relates to State prison, to committee on State prison.

Mr. Harvie offered the following resolution, which,
On motion of Mr. Le Roy,

Was laid on the table:

Whereas, By section 47, article 4 of the revised constitution, it is provided that "the Legislature shall not pass any act authorizing the grant of license for the sale of ardent spirits or other intoxicating li quors;"

And whereas, The language of this provision is vague, uncertain and ambiguous, conveying no distinct idea of any rational intent, and is calculated to create dissention and doubt in the minds of the people, rather than to settle and dispose of this vexed question;

And whereas, By existing laws, a system has been provided, which

deliberately adopted and fortified by experience, has been found effective in regulating the granting of licenses for the sale of liquor;

And whereas, No new system has been devised or suggested, which seems calculated more effectually to counteract and restrain the evils of intemperance by the enactment of laws restrictive of the traffic in intoxicating drinks;

And whereas, It is provided that the statute laws now in force shall remain in force till altered or repealed by the Legislature, leav. ing the license laws in force, as heretofore; therefore,

Resolved, That it is inexpedient for the Legislature, at its present session, to take any action on, or make any changes in, the license laws.

Mr. Dort, by unanimous consent, introduced concurrent resolution relative to the session laws of last session.

The same was read twice, ordered to a third reading, and the rule being suspended, the same was so read and adopted.

Mr. Dort, from the committee on State affairs, to whom, was referred those portions of the Governor's message relative to a division of the State into Senate and Congressional districts, reported

A bill to divide the State into Senate districts; and

A bill to divide the State into Congressional districts; and asked to be discharged from the further consideration of the subject. The report was accepted and the committee discharged.

The bills were severally read twice, laid on the table and ordered printed.

Mr. Dort offered the following resolution:

Resolved, That the occupancy of this chamber on the Sabbath be granted to Rev. Mr. Sanford for religious purposes, during the present session of the Legislature.

Mr. Isbell moved to so amend the same as to leave the chamber open for such exercises on the Sabbath.

Pending which,

On motion of Mr. Danforth,

The resolution and amendment were laid on the table.

On motion of Mr. Harvie,

The Senate adjourned.

Lansing, Wednesday, June 11, 1851.

The Senate was called to order by the President.

Roll called; present, Senators Axford, Barber, Beach, Case, Copeland, Danforth, Dort, Harvie, Isbell, LeRoy, Mead, Riley, Shoemaker, Thomas.

The journal of yesterday was read, corrected and approved.

The President announced the committee under resolution adopted yesterday, as consisting of Senators Riley, Dort, Shoemaker, Mead and Thomas.

REPORTS OF STANDING COMMITTEES.

Mr. Riley, from the committee on finance, reported

A bill making appropriations for the salaries of the State officers. for the years 1851 and 1852.

Read twice, laid on the table and ordered printed.

MOTIONS, RESOLUTIONS AND NOTICES.

On motion of Mr. Harvie,

A bill to provide for the payment of the members and officers of the extra session of the Legislature,

Was taken from the table and referred to the committee of the whole.

On motion of Mr. Dort,

A bill to divide the State into Congressional districts,

Was taken from the table and referred to committee of the whole. On motion of Mr. Harvie,

The preamble and resolutions relative to the license laws, offered by him yesterday, were taken from the table; and,

On motion of Mr. Isbell,

The same were referred to the committee of the whole.

Mr. Dort offered the following concurrent resolution, which was. adopted:

Resolved, by the Senate, (The House of Representatives concurring,) that the joint rules and rules in joint convention embraced in the manual of the last session, be adopted as the rules of the present session.

GENERAL ORDER.

The Senate having arrived at the general order, went into committee of the whole thereon, Senator Danforth in the chair.

After some time spent thereon, the committee rose, and through their chairman reported back,

A bill to provide for the payment of the members and officers of the extra session of the Legislature,

With an amendment, in which the concurrence of the Senate was asked.

Also, preamble and resolutions relative to the license laws, with an amendment, striking out all after the word "resolved," in which the concurrence of the Senate was asked, and from both of which the committee asked to be discharged.

The report was accepted and the committee discharged.
Pending the amendment to the bill,

On motion of Mr. Riley,

The bill and amendment were laid on the table.

Pending the amendment to the preamble and resolution,

On motion of Mr. Harvie,

The same were laid on the table.

On motion of Mr. Dort,

The resolution offered by him yesterday was taken from the table. The question being on the pending amendment, the same was accepted by the mover, so as to read as follows:

"Resolved, That the Senate Chamber be opened for religious exercises on the Sabbath, during the present session."

And the same was adopted by the following vote:

Which the House have adopted, and respectfully ask that the Senate concur therein,
