CHAPTER 70

APPROPRIATION FOR HOSPITAL FOR THE INSANE AT YANKTON AN ACT Entitled, an Act Appropriating Money for Building Purposes, for Furniture, Furnishings, Repairs and Improvements, Including Fencing, and the Purchase of Horses, at the Hospital for the Insane, at Yankton, South Dakota.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. There is hereby appropriated out of any moneys in the state treasury not otherwise appropriated and available during the fiscal year begining July 1st, 1912, the sum of ten thousand dollars ($10,000.00) for finishing the building for disturbed men at the state hospital for the insane at Yankton, South Dakota; the sum of ten thousand dollars ($10,000.00) available during the fiscal year beginning July 1st, 1912, for continuing the construction work on the infirmary for women; the sum of two thousand dollars ($2,000.00) available in the year 1911 for furnishing the barracks at said institution; the sum of one thousand nine hundred dollars ($1,900.00) available in the year 1911 for furniture for the third story of the main building, and for verandas and lawns; the sum of twenty-five hundred dollars ($2,500.00) available in 1911 for fencing and cross fencing at said institution, and for the purchase of horses.

§ 2. All of the improvements and expenditures of moneys provided for in this act shall be under the supervision of the Board of Charities and Corrections, and the State Auditor shall issue warrants on the State Treasurer in payment for such buildings and improvements and expenditures upon property itemized upon certified vouchers from the said Board, and upon presentation of said warrants the State Treasurer shall pay the same.

§ 3. Whereas, an emergency is hereby declared to exist, this act shall take effect and be in force from and after its passage and .approval.

APPROPRIATION FOR HEATING PLANT AT MADISON NORMAL SCHOOL AN ACT Entitled, an Act to Appropriate Money for the Further Enlargement and Equipment of Heating Plant, Connected With State Normal School at Madison, South Dakota.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. That there is hereby appropriated out of the moneys of the state treasury, not otherwise appropriated, the sum of five thousand dollars ($5,000.00) for the enlargement and further equipment of heating plant of state normal school at Madison, South Dakota.

§ 2. Said enlargement and equipment of heating plant herein provided shall be under control of regents of education for South Dakota and shall be constructed by said board after advertising for bids, according to law in said cases and the state auditor shall issue warrants upon the state treasurer in payment of said enlargement and equipment of heating plant and upon presentation of such warrants to the treasurer, he shall pay the same.

§ 3. In order that work upon said plant may be completed during summer vacation, an emergency is hereby declared to exist and this act shall be in force and effect from and after its passage and approval. Approved March 6, 1911.

PROVIDING FUNDS TO PAY JUDGMENT HELD AGAINST THE STATE OF SOUTH DAKOTA

AN ACT Entitled, an Act to Appropriate Moneys to Pay Certain Judgments Held by Margaret W. Mellette, Against the State of South Dakota.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. There is hereby appropriated out of the treasury of this state, not otherwise appropriated, the sum of four hundred twenty-three dollars and seventy cents ($423.70) to pay certain judgments held by Mar

garet W. Mellette against the state of South Dakota and accrued interest thereon, as follows:

Judgment rendered November 26th, 1902, in the supreme

court of South Dakota for $170.51 amounting with in

terest to ...

Judgment rendered September 16th, 1905 in the third judicial circuit court of South Dakota for $63.68, amounting with interest to,

Judgment rendered in the supreme court of South Dakota, dated August 29th, 1907 for $48.35, amounting with interest to,

§ 2. It shall be the duty of the state auditor, upon filing with him a duly executed satisfaction for each of said judgments, to issue Margaret W. Mellette warrants therefor, upon the treasurer of this state, who shall pay the same.

APPROPRIATION FOR FURNISHING SCIENCE HALL AT MADISON STATE NORMAL

AN ACT Appropriating Money for Furnishings for the New Science Hall of the State Normal School at Madison.

Be It Enacted by the Legislature of the State of South Dakota:

§ I. For the purpose of purchasing needful furnishings for the new Science Hall at the state normal school at Madison, there is hereby appropriated out of any moneys in the state treasury not otherwise appropriated, the sum of $1,500 or so much thereof as may be necessary.

§ 2. Whereas, the appropriations made for the equipment of the new science hall at the state normal school at Madison were insufficient an emergency is hereby declared to exist and this act shall be in force and effect from and after its passage and approval.

APPROPRIATION FOR RELIEF OF HOWARD HARPER

AN ACT Entitled, an Act to Appropriate Money for the Benefit of Howard Harper.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. That there be and there is hereby appropriated out of any money, in the state treasury, not otherwise appropriated, the sum of three hundred ($300) dollars, to re-imburse Howard Harper, for and on account of hospital and medical fees incurred while being treated, arising from an injury sustained by him in being struck upon the head by the cover of the scuttle of the central building of the northern normal and industrial school, which injury was caused by the high wind blowing this scuttle from the roof of the building.

APPROPRIATION FOR BUILDING AND HEATING PLANT AT SPRINGFIELD NORMAL SCHOOL

AN ACT Entitled, an Act Appropriating Money for the Construction of a Science Hall and the Erection and Equipment of a Central Heating Plant for the Normal School at Springfield.

Be It Enacted by the Legislature of the State of South Dakota:

That there be and is hereby appropriated out of the moneys in the state treasury not otherwise appropriated on July 1st 1912, the sum of twenty-five thousand dollars ($25,000.00) or as much thereof as may be necessary for the construction of a science hall for the normal school at Springfield.

§ 2. That there be and is hereby further appropriated out of any moneys in the state treasury not otherwise appropriated on July 1st 1912, the sum of ten thousand dollars ($10,000.00) or as much thereof as may

be necessary for the erection and equipment of a central heating plant for the normal school at Springfield.

3. The improvements provided for in the preceding Sections shall be made under the direction of the board of regents of education. who shall contract therefor to the lowest bidder as provided by law. That the state auditor shall issue warrants upon the sum hereinbefore appropriated upon properly certified vouchers from said regents of education and the state treasurer shall pay the same. APPROPRIATION FOR PAYING FOREST FIRE FIGHTERS

AN ACT to Appropriate Money for the Services and Subsistence of Captain Lawrence H. Hedrick, and His Company of S. D. N. G. While Fighting Fire Near Buffalo Gap, South Dakota.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. Appropriation] There is hereby appropriated out of the general fund of the state, not otherwise appropriated, the sum of one hundred twenty-five dollars and fifty cents ($125.50) to be used to reimburse Captain L. II. Hedrick, S. D. N. G. for money advanced by him for paying for the services and subsistence of himself and his company while fighting prairie fire in the vicinity of Buffalo Gap, South Dakota, on March 23rd and 24th, 1910 under orders of the governor.

§ 2. The state auditor shall issue warrants for the aforesaid sum of money hereby appropriated, upon receipt of itemized vouchers, duly approved by the governor, and filed in his office.

§ 3. Whereas, the appropriation for the maintenance of the South Dakota national guard, made by the legislature of 1909, has become completely exhausted, an emergency is hereby declared to exist and this act shall be in full force and effect from and after its passage and approval.
