PREFACE.

The Fiftieth General Assembly (1917) adopted a resolution favoring the assembling of a Constitutional Convention in this State. The proposal for a Constitutional Convention was approved by the voters at a general election held on November 5, 1918, and the Fiftyfirst General Assembly (1919) has adopted an Act providing for the election of delegates and the assembling of the convention.

The bulletin here reprinted was originally published as an aid to the voters in passing upon the question as to whether or not a convention should be assembled. The bulletin is now being reprinted because there seems to be a further demand for it in connection with the discussion of problems likely to be considered by the convention which will assemble in Springfield on January 6, 1920.

The ratification by the people of the resolution adopted by the Fiftieth General Assembly has necessitated certain changes in the first edition of the bulletin, and, so far as possible, it has been deemed advisable that the first edition should be brought down to date.

The purpose of this pamphlet is to present as concisely as possible a discussion of the more important questions likely to come before the convention, without arguing for or against any of these questions. LEGISLATIVE REFERENCE BUREAU, Springfield, Illinois.
