To take the chair, call to order, and, if a quorum RULE 2. To preserve order, decide questions of order, be present, proceed to business. subject to appeal, appoint committees, except where otherwise ordered, substitute any member to perform duties of chair, certify passage of bills, and designate reporters. In case of disturbance may order galleries and lobby cleared. CHAPTER II. ORDER OF BUSINESS. RULE 3.
