HOUSE RULES.

DUTIES OF THE SPEAKER.

RULE 1. The Speaker shall take the chair every day precisely at the hour to which the house shall have adjourned, or taken a recess, and shall immediately call the members to order.

RULE 2. The Speaker shall examine and correct the Journal before it is read.

RULE 3. The Speaker may name any member to perform the duties of the chair; but such substitution shall not extend beyond an adjournment.

RULE 4. The Speaker shall have a general direction of the hall, and shall preserve order and decorum in the proceedings of the House; and in case of any disturbance or disorderly conduct in the galleries or lobby, the Speaker, or Chairman of the committee of the whole, may cause the same to be cleared.

RULE 5. The Speaker shall appoint all committees, unless it shall be otherwise ordered by the House, in which case they shall be appointed by a vote of the House. RULE 6. The Speaker shall, in the presence of the House, while the same is in

session, sign all acts, addresses and joint resolutions, when passed by both houses; and all writs, warrants, and subpoenas, issued by order of the house, shall be under his hand, attested by the clerk, except otherwise provided by law.

RULE 7. When both the speaker and speaker pro tem. are absent, at the hour to which the house shall have adjourned, or taken a recess, except in the case mentioned in Rule 3, the clerk shall call the house to order, and the house shall proceed to choose some member to act as such until either the speaker or speaker pro tem, shall be present.

RULE 8. Whenever a member is about to speak he shall rise from his seat and respectfully address himself to "Mr. Speaker;" and the speaker shall announce the member from the county he represents; and if there be more than one representative from such county, then by adding the name of the member.

RULE 11. No member shall speak more than twice on the same question unless by leave of the house; and he shall confine himself to the question under debate, and avoid personality.

RULE 12. Any member, while discussing a question, may read from books, papers, or documents, any matter pertinent to the subject under consideration, without asking leave.

RULE 13. Any member may call for a statement of the question, which the speaker may give sitting.

RULE 14. Any member may call for a division of the question, and the decision of the speaker, as to its divisibility, shall be subject to appeal, as in questions of order.

RULE 15. Every member present, when the question is put, shall vote, unless the house excuse him.

RULE 16. A request to be excused from voting, or an explanation of a vote, shall not be in order, unless made before the house divides, or before the call of the yeas and nays is commenced.

RULE 17. Any member requesting to be excused from voting, or desiring to explain his vote, may make a brief oral statement of the reasons for making such request, and the question of excusing such member shall then be taken without further debate. RULE 18. While the speaker or chairman is putting any question or addressing

the house, no one shall walk across the hall.

RULE 19. When a member is speaking, no one shall pass between him and the chair.

RULE 20. No member or other person, shall remain at the clerk's table while the yeas and nays are being called or ballots counted, except the clerk and his assistants. RULE 21. Any two members may demand the yeas and nays upon any question before the House divides; and, upon the call for the yeas and nays, the Clerk shall call over the names alphabetically.

RULE 22. Any three members may demand a call of the House, and upon such House. call the names of the members shall be called alphabetically, and the absentees shall be noted and sent for, unless otherwise ordered by the House.

ORDER OF BUSINESS.

RULE 23. As soon as the House is called to order prayer may be offered, and, a quorum being present, the Journal of the preceding day shall be read, and, if necessary, corrected by the House.

RULE 24. After the Journal has been Its order. read and approved, the order of business on Mondays and Saturdays, and on Tuesdays, when the House has not been in session on the preceding day, shall be as follows:

On all other legislative days, the order of business shall be as follows:

Resolutions and motions.

8. Presentation of petitions and memorials.

RULE 25. The order of business shall not be changed, unless by unanimous consent, or a suspension of the preceding rule.

RULE 26. Any matter may be made a special order for a particular hour of a day, by a majority of the members present.

RULE 27. The committees on Enrollment and on Revision may report at any time when the house is not otherwise en gaged.

RULE 28. Every petition and memorial shall be referred on motion, without put
