FIRST STATE LEGISLATURE, 1913

SECOND SESSION

CHAPTER 1.

AN ACT AUTHORIZING AND DIRECTING THE AUDITOR AND TREASURER

OF THE STATE OF NEW MEXICO, TO TRANSFER CERTAIN FUND TO
THE CREDIT OF THE LEGISLATIVE EXPENSE FUND AND SALARY

FUND. S. B. No. 26; Approved Jan. 29, 1913.

Be It Enacted by the Legislature of the State of New Mexico:
Transfer of Moneys to Legislative Expense Fund.

Section 1. The Auditor and Treasurer of the State of New Mexico, are hereby authorized and directed to transfer to the credit of the Legislative Expense Fund monies now standing to the credit of certain other funds of the State, to-wit. :

From the Interest on Deposits Fund, the sum of Sixteen Hundred Dollars.

From the Capitol Improvement Board Fund, the sum of Seven Hundred and Fifty Dollars.

From the Armory Certificates and Interest Fund, the sum of Four Thousand Three Hundred Dollars.

From the Miscellaneous Fund (Second State Legislature Fund), the sum of Eight Thousand Four Hundred Dollars.

From the Taxes 1911 Fund, the sum of Six Thousand Two Hundred Dollars.

From the Salary Fund, the sum of Twenty-eight Thousand Seven Hundred and Fifty Dollars.

Transfer from Miscellaneous Fund to Salary Fund.

The said Auditor and Treasurer are hereby authorized. and directed, on or before the thirtieth day of November, 1913,

to cause to be transferred to the credit of the said Salary Fund, from the Miscellaneous Fund (Second State Legislature Fund), the sum of Twenty-eight Thousand Seven Hundred and Fifty Dollars.

Emergency; Act Effective Upon Passage and Approval.

Sec. 3. That it is necessary for the preservation of the public peace and safety of the inhabitants of the State of New Mexico, that the provisions of this Act shall become effective at the earliest possible time, and therefore an emergency is hereby declared to exist, and this Act shall be in full force and effect from and after its passage and approval:

CHAPTER 2.

AN ACT ENTITLED AN ACT APPROPRIATING MONEY TO DEFRAY THE COST OF LEGISLATIVE PRINTING, SUPPLIES, POSTAGE AND EXPENSE FOR THE TWO HOUSES OF THE SECOND SESSION OF THE FIRST STATE LEGISLATURE OF NEW MEXICO, AND ALSO FOR THE PURPOSE OF APPROPRIATING MONEY FOR THE PURPOSE OF DEFRAYING THE COST OF PRINTING, ETC. OF THE JOURNALS OF THE FIRST SESSION OF THE FIRST STATE LEGISLATURE OF NEW

Be It Enacted by the Legislature of the State of New Mexico:
Appropriation for Legislative Expense and 1912 Journals.

Section 1. That for the purpose of defraying the cost of legislative printing, supplies, necessary postage and expense, for the second session of the First State Legislature of New Mexico, there is hereby appropriated out of any funds in the state treasury, except money set aside for the purpose of paying interest upon the public debt, the sum of Nine Thousand Dollars ($9,000), or so much thereof as may be necessary for such purposes; also, that for the purpose of defraying the cost of printing and binding in English and Spanish, the Journals of the first session of the First State Legislature of New Mexico, and for proof reading on same, there is hereby appropriated out of any funds in the state treasury, except money set aside for the purpose of paying the interest upon the public debt, the sum of Two Thousand, Five Hundred Dollars ($2,500), or so much thereof as may be necessary for that purpose.

Method of Disbursement of Funds-Printing Journals.

Sec. 2. That the funds appropriated for the purpose of defraying the cost of legislative printing shall be disbursed only upon requisitions drawn upon the State Auditor signed by the Chairman of the Committee on Printing and the Chief Clerk of the House for which the work was done or the supplies bought, or expenses incurred, and there shall be attached to each requisition an itemized statement showing the purpose or purposes for which any such requisition is drawn. Upon presentation of any such requisition to the State Auditor he shall forthwith draw his warrant upon the State Treasurer for the amount thereof in favor of the person or persons, association of persons or corporation in whose behalf such requisition is drawn; and the funds appropriated for the purpose of defraying the expense incident to the printing and binding of the Journals of the two Houses of the first session of the First State Legislature, shall be disbursed only upon requisitions drawn upon the State Auditor by the Secretary of State, under whose direction the printing, binding, etc. of said Journals shall be done; and there shall be attached to each such requisition an itemized statement showing the purpose or purposes for which any such requisition is drawn and upon presentation of any such requisition to said State Auditor he shall forthwith draw his warrant upon the State Treasurer for the amount thereof in favor of the person or persons, association of persons or corporation in whose behalf such requisition is drawn. All such requisition shall be retained in the files of the said State Auditor.

CHAPTER 3.

AN ACT PROVIDING FOR THE PAYMENT OF PER DIEM AND MILEAGE

OF THE LIEUTENANT GOVERNOR AND MEMBERS OF THE LEGIS-
LATURE OF THE STATE OF NEW MEXICO, AND PER DIEM OF THE
EMPLOYES OF SAID
LEGISLATURE FOR THE SECOND SES-

SION OF THE FIRST LEGISLATURE OF THE STATE OF NEW

MEXICO. H. B. No. 48; Approved Jan. 29, 1913.

Be It Enacted by the Legislature of the State of New Mexico:
Appropriation for Legislature, Per Diem, Mileage, Salaries.

Section 1. That there be and there hereby is appropriated for the expense of the Legislative Department of the State of New Mexico for its present session, the sum of $39,500, or so much thereof as may be necessary in case the present session of the Legislature of New Mexico should adjourn prior to the expiration of sixty days from the date of its convening.

Sec. 2. That the expenses above referred to are as follows: 49 members of the House of Representatives at the rate of $5.00 per diem.........

24 members of the Senate at the rate of $5.00 per diem....... Lieutenant Governor, while acting as presiding officer of the Senate, at the rate of $10.00 per diem..

Chief Clerk of the Senate at the rate of $6.00 per diem............... Assistant Chief Clerk of the Senate at the rate of $5.00 per diem

Sergeant-at-Arms of the Senate at the rate of $6.00 per diem Assistant Sergeant-at-Arms of the Senate at the rate of $5.00 per diem

2 Enrolling Clerks of the Senate at the rate of $5.00 per
