PREFACE In no state in the Union has more emphasis been placed upon the local government than in Ohio. This state has ever been the fertile soil in which reform movements have grown. The "Ohio Idea" has come to be known throughout the nation, and the state owes her rank very largely to the local-government feature, under which the greatest individuality is developed. In the arrangement of the matter a brief view of the state constitution is first made, after which the township, the county, and the municipality are considered. The state government, as a partial result of the local governments, is studied last. Special attention is paid to such everyday subjects as taxation, education, election and duties of officers, legal proceedings, etc. The revision under this date embodies the recent enactments of the General Assembly and also the constitutional amendments of 1912.
