1805. Chapter 19.

AN ACT to continue in force "An act declaring the consent of Congress to an act of the State of Maryland, passed on the twenty-eighth day of December one thousand seven hundred and ninety-three, for the appointment of a health officer."

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress be, and is hereby, granted and declared to the operation of an act of the general assembly of Maryland, passed the twenty-eighth day of December, one thousand seven hundred and ninety-three, entitled, "An act to appoint a health officer for the port of Baltimore, in Baltimore county," so far as to enable the State aforesaid to collect a duty of one cent per ton on all vessels coming into the district of Baltimore from a foreign voyage, for the purposes in said act intended.

SEC. 2. And be it further enacted, That this act shall be in force for nine years from the passing thereof, and from thence to the end of the next session of Congress thereafter, and no longer. Approved, March 1, 1805.

1806.-Chapter 12.

AN ACT declaring the consent of Congress to an act of the State of Pennsylvania, entitled, "An act to empower the board of wardens for the port of Philadelphia to collect a certain duty on tonnage, for the purposes therein mentioned."

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress be, and it is hereby, granted and declared to the operation of an act of the legislature of Pennsylvania, passed on the first day of April, in the year one thousand eight hundred and five, entitled, "An act to empower the board of wardens for the port of Philadelphia to collect a certain duty on tonnage for the purposes therein mentioned," so far as to enable the State of Pennsylvania to collect a duty of four cents per ton on all vessels which shall clear out from the port of Philadelphia for any foreign port or place whatever, to be expended in building piers in, and otherwise improving the navigation of the river Delaware, agreeably to the intentions of the said act.

1806.-Chapter 17.

AN ACT declaring the consent of Congress to an act of the State of South Carolina passed on the twenty-first day of December, in the year of our Lord one thousand eight hundred and four, so far as the same relates to authorizing the city council of Charleston to impose and collect a duty on the tonnage of vessels from foreign ports.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress be, and is hereby, granted and declared to the operation of an act of the general assembly of the State of South Carolina, passed the twenty-first day of December, in the year of our Lord one thousand eight hundred and four, entitled "An act to authorize the city council of Charleston, with the consent of Congress, to impose and levy a duty on the tonnage of ships and vessels for the purposes therein mentioned, so far as the same extends to authorizing the city council of Charleston to impose and levy a duty, not exceeding six cents per ton, on all ships and vessels of the United States which shall arrive and be entered in the port of Charleston from any foreign port or place whatever.

SEC. 2. And be it further enacted, That the collector of Charleston is hereby authorized to collect the duty imposed by this act, and to pay the same to such persons as shall be authorized to receive the same by the city council of Charleston.

SEC. 3. And be it further enacted, That this act shall be in force for three years, and from thence to the end of the next session of Congress thereafter, and no longer. Approved, March 28, 1806.

1808.-Chapter 47.

AN ACT to revive and continue in force, "An act declaring the assent of Congress to certain acts of the States of Maryland and Georgia."

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the act which passed on the seventeenth day of March, one thousand eight hundred, entitled "An act declaring the assent of Congress to certain acts of the States of Maryland and Georgia," be and the same is hereby revived and continued in force until the third day of March, one thousand eight hundred and fourteen. Approved, April 20, 1808.

1809.-Chapter 5.

AN ACT to continue in force "An act declaring the assent of Congress to a certain act of the State of South Carolina, passed the twenty-first day of December, one thousand eight hundred and four."

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the act of

the twenty-eighth of March, one thousand eight hundred and six, entitled "An act declaring the consent of Congress to an act of the State of South Carolina passed on the twenty-first day of December, one thousand eight hundred and four, so far as the same relates to authorizing the city council of Charleston to impose and collect a duty on the tonnage of vessels from foreign ports," be, and the same is hereby, continued in force from the passage of this act for five years, and thence to the end of the next session of Congress thereafter, and no longer.

Approved, June 15, 1809.

1811.-Chapter 36.

AN ACT declaring the consent of Congress to an act of the State of Georgia, passed the twelfth day of December, one thousand eight hundred and four, "establishing the fees of the harbor master and health officer of the ports of Savannah and St. Mary's.'

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress be, and hereby is, granted and declared to the operation of an act of the legislature of Georgia, passed the twelfth of December, one thousand eight hundred and four, establishing the fees of the harbor master and health officer of the ports of Savannah and St. Mary's.

SEC. 2. And be it further enacted, That this act shall be in force for one year, and no longer. Approved, March 2, 1811.

1813. Chapter 53.

AN ACT to revive and continue in force "An act declaring the consent of Congress to an act of the State of Georgia, passed the twelfth day of December, one thousand eight hundred and four, establishing the fees of the harbor master aud health officer of the ports of Savannah and St. Mary's."

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the act of Congress, passed the second day of March, one thousand eight hundred and eleven, entitled "An act declaring the consent of Congress to an act of the State of Georgia, passed the twelfth day of December, one thousand eight hundred and four, establishing the fees of the harbor master and health officer of the ports of Savannah and St. Mary's," be, and the same is hereby, revived and continued in force for one year, and from thence to the end of the next session of Congress, and no longer.

Approved, March 3, 1813.

1814. Chapter 60.

AN ACT to revive and continue in force "An act declaring the assent of Congress to eertain acts of the States of Maryland and Georgia."

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the act which passed the seventeenth day of March, one thousand eight hundred, entitled "An act declaring the assent of Congress to certain acts of the States of Maryland and Georgia," be, and the same is hereby, revived and contained in force until the third day of March, one thousand eight hundred and twenty-two: Provided, That nothing herein contained shall authorize the demand of any duty on tonnage on vessels propelled by steam employed in the transportation of passengers.

1816. Chapter 163.

AN ACT declaring the consent of Congress to acts of the State of South Carolina, authorizing the city council of Charleston to impose and collect a duty on the tonnage of vessels from foreign ports, and to acts of the State of Georgia, authorizing the imposition and collection of a duty on the tonnage of vessels in the ports of Savannah and St. Mary's.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress be, and is hereby, granted and declared to the operation of any act of the general assembly of the State of South Carolina, now in existence, or which may hereafter be passed, so far as the same extends, or may extend to authorize the city council of Charleston to impose and levy a duty, not exceeding ten cents per ton, on all ships and vessels of the United States which shall arrive and be entered in the port of Charleston from any foreign port or place, for the purpose of providing a fund for the temporary relief and maintenance of sick or disabled seamen in the marine hospital of the said port of Charleston.

SEC. 2. And be it further enacted, That the collector of the said port of Charleston be, and he is hereby, authorized to collect the duties imposed, or authorized to be imposed by this act, and to pay the same to such persons as shall be authorized to receive the same by the city council of Charleston.

SEC. 3. And be it further enacted, That the consent of Congress be, and is hereby, granted and declared to the operation of any act of the general assembly of the State of Georgia, now in existence, or which may hereafter be passed, so far as the same extends, or may extend, to authorize the levying and collecting a tonnage duty, not exceeding two cents per ton, upon coasting vessels, and four cents per ton upon vessels from foreign ports, arriving at and entering the ports of Savannah and St. Mary's, for the purpose of providing a fund for the payment of the fees of the harbor master

acts shall not contain provisions inconsistent with the operation and health officer of those ports respectively: Provided, The said of any laws of the United States, made in execution of existing treaties.

SEC. 4. And be it further enacted, That this act shall be in force for five years, and from thence to the end of the next session of Congress thereafter, and no longer. Approved, April 29, 1816.

1816.-Chapter 77.

AN ACT declaring the assent of Congress to an act of the general assembly of the State of Virginia

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the assent of Congress is hereby given and declared to an act of the general assembly of Virginia, entitled "An act incorporating a company for the purpose of improving the navigation of James river from Warwick to Rockett's Landing," which act was passed on the twenty-second day of February, in the year one thousand eight hundred and sixteen.

1817.-Chapter 959.

AN ACT for the relief of sick and disabled American seamen.

Whereas, the hospital money collected at the port of Wilmington in this State under the acts of Congress is insufficient for the purposes designed:

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the master or owner of every ship or vessel of the United States shall, before such ship or vessel shall be admitted to enter from a foreign port, render to the collector of the customs for the port of Wilmington a true account of the number of seamen that shall have been employed on board such vessel since she was last entered at any port of the United States; and shall pay to the said collector at the rate of thirty cents per month, for each and every officer and seaman so employed; which sum he is authorized to retain out of the wages of such seaman.

SEC 2. Be it further enacted, That the collector of Wilmington shall not grant to any ship or vessel, whose enrollment or license for carrying on the coasting trade has expired, a new enrollment or license, before the master of such ship or vessel shall first render a true account of the number of seamen and the time they
