COMMISSIONERS' REPORT.

STATE OF IOWA,

OFFICE OF THE BOARD OF RAILROAD COMMISSIONERS,
DES MOINES, November 30, 1889.

TO HON. WILLIAM LARRABEE, Governor of Iowa:

As required by law, we submit herewith the twelfth annual report of the Board of Railroad Commissioners, for the year ending June 30, 1889, showing the amount of capital stock issued, the amount paid therefor, and the manner of the payment of the same, the dividends paid, the surplus, the number of stockholders, the funded and floating debts, and the interest paid thereon, the cost and value of the property, franchises and equipment, the number of employes and the salaries paid each class, the amounts expended for improvements and where expended, the character of such improvement, the earnings and receipts, as far as can be ascertained, from each branch of business and from all sources, the operating and other expenses, the balances of profit and loss, and an exhibit of the financial operations of the railroads reporting, together with a statement of the complaints brought before the board for adjudication, with decisions rendered, complete reports of serious accidents investigated, the returns of the several railroad companies to this office, and the tabular statements made therefrom, a digest of cases decided by the Inter-state Commerce Commission, and a topical index of cases decided by this Board.

We also present a digest of the decisions of the Supreme Court of the State, rendered since the date of the last report, upon questions affecting railroads and their relations to citizens of the State, and the views of the Commissioners on subjects that have been before them for consideration.
