JEFFERSON'S MANUAL OF PARLIAMENTARY PRACTICE,
STANDING RULES AND ORDERS
FOR CONDUCTING BUSINESS IN
THE UNITED STATES
IN THE HOUSE OF REPRESENTATIVES. -JULY 25, 1868.
Resoloed, That there be printed for the use of members of the House, to be in readiness at the next session, the usual edition of the Constitution, rules, and Manual, together with “ Barclay's Digest,” with such additions as have been made during the present Congress, and upon the same terms as heretofore.
We, the people of the United States, in order Preamble.
to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defence, promote the general wel. fare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.
All legislative powers herein granted shall be Congress vested in a Congress of the United States, which sball consist of a Senate and House of Representatives.
The House of Representatives shall be com- Representatives, posed of members chosen every second year by the people of the several States, and the elect. ors in each State shall have the qualifications requisite for electors of the most numerous branch of the State legislature.
