required to appoint a commission of three residents of the State of Nebraska, whose term as such commissioners shall be from the date of such appointment to the 1st day of January, 1903, and each of whom shall receive for their services the sum of ten ($10) dollars per day and their expenses, while so employed in the duties of such commission, for not to exceed thirty (30) days.

SEC. 2. The said Commissioners on behalf of the said State of Nebraska shall have authority to meet with a like commission of like powers from the State of Missouri, and with such like commissioners to have power and authority, when so jointly met, of agreeing upon a boundary line and to report the same to the Governor, which boundary line shall be the dividing line between the said States of Nebraska and Missouri, upon the ratification of the said States of Nebraska and Missouri of the conclusions of the said joint commissions and also by the congress of the United States agreeing to said dividing line as such boundary.

SEC. 3. The sum of two thousand ($2,000) dollars, or so much thereof as may be necessary for such purpose, is hereby appropriated out of the public funds not otherwise disposed of, and placed at the disposal of the Governor of the State of Nebraska for the purpose of defraying the expenses and salaries of said commissioners while so employed. Provided, however, that the Governor of the State of Nebraska shall not proceed to make the appointment of said three commissioners to act on behalf of the said State of Nebraska until the legislature of the State of Missouri shall have by proper enactment provided for a like commission on behalf of the said State of Missouri to make up said joint commission.

SOUTH DAKOTA.

"An act authorizing the Governor of the State of Nebraska to appoint three Commissioners on behalf of the said State of Nebraska, to act conjointly with a like commission from, and of the State of South Dakota, in agreeing upon a boundary line between said State of Nebraska, and South Dakota, and making an appropriation for the expenses of such Commissioners and their salaries, and prescribing their powers and duties." Laws, 1901, chap. 14, 1901. Took effect March 29, 1901.

Be it Enacted by the Legislature of the State of Nebraska:

SECTION 1. The Governor of the State of Nebraska is hereby authorized and required to appoint a commission of three residents of the State of Nebraska, whose term as such commissioners shall be from the date of such appointment to the 1st day of January 1903, and each of whom shall receive for their services the sum of $10 per day and their expenses, while employed in the duties of such commission, for not to exceed thirty days.

SEC. 2. The said commission on behalf of the said state of Nebraska, shall have authority to meet with a like commission of like powers from the state of South Dakota, and with such like commissioners to have power and authority, and so jointly met, of agreeing upon a boundary line and to report the same to the gov ernor, which boundary line shall be the dividing line between the said states of Nebraska, and South Dakota, upon the ratification by the said state of Nebraska and South Dakota, of the conclusions of the said joint commissions and also by the congress of the United States agreeing to said dividing line as such boundary. The sum of $2000.00 or so much thereof as may be necessary for such purpose, is hereby appropriated out of the public funds not otherwise disposed of, and placed at the disposal of the governor of the state of Nebraska, for the purpose of defraying the expenses and salaries of said commissioners while so employed. Provided, however,

that the governor of the state of Nebraska shall not proceed to make the appointment of said three commissions to act on behalf of the said state of Nebraska until the legislature of the state of South Dakota shall, have, by proper enactment, provided for like commission on behalf of the said state of South Dakota, to make up said joint commission.

PAN-AMERICAN EXPOSITION.

"An act to enable the State of Nebraska to make a state exhibit of the agricultural, horticultural, industrial and educational resources of the state at the Pan-American Exposition to be held in the city of Buffalo, New York, in the year 1901, and to provide for the appointment by the Governor of a commissioner who shall have charge of said state exhibit." Laws 1901, chap. 15. Took effect April 1, 1901.

Ee it Enacted by the Legislature of the State of Nebraska:

SECTION 1. That the State of Nebraska take part in the Pan-American Exposition to be held in the city of Buffalo, New York, in the year 1901, by making a state exhibit at said exposition of the agricultural, horticultural industrial and educational resources of the state.

SEC. 2. That the Governor of the state of Nebraska be and is hereby authorized and directed to appoint a commissioner for the purpose of carrying out the provisions of this act.

SEC. 3. That said commissioner appointed by the Governor as provided in Section 2 of this act, shall have and receive as full compensation for his services the sum of one hundred fifty dollars per month and actual transportation expenses as shown by receipts for the same, Provided, that the total sum paid said commissioner as full compensation for his services and expenses shall not exceed one thousand five hundred ($1,500.00) dollars.

SEC. 4. That for the purpose of enabling the state of Nebraska to make a proper state exhibit at said Pan-American Exposition and properly to plan, develop, complete, advertise and care for said state exhibit at said exposition, the commissioner appointed by the Governor as provided in Section 2 of this act, shall have power and it is hereby made his duty to procure such exhibits as he shall deem best suited to exhibit and advertise the agricultural, horticultural industrial and educational resources of the state, and to employ such persons as may be necessary to collect, transport, install and care for said exhibit at said exposition, Provided, that no person employed by said commissioner to collect or care for aid state exhibit shall receive as full compensation for his services not to exceed the sum of ninety ($90.00) dollars per month and actual necessary transportation expenses as shown by receipts for the same.

SEC. 5. That said sum of money or so much thereof as may be necessary, appropriated by the legislature of the state of Nebraska for the purpose of making a state exhibit at the Pan-American Exposition to be held in the city of Buffalo in the year 1901, shall be and become available for the purpose of carrying out the provisions of this act, the making of said state exhibit and all other things necessary to properly plan, develop, complete, advertise and care for said state exhibit from and after the taking effect of this act as provided herein, that is to say that when said commissioner, as provided in Section 2 of this act shall duly certify to the Governor of the state and attach to said certificate an itemized statement on a uniform voucher attested by said commissioner and approved by the Governor in writing,

the auditor of public accounts is hereby authorized and directed to draw his warrant on the state treasurer to the order of the person entitled thereto as shown by the itemized statement on the uniform voucher.

SEC. 6. That it shall be the duty of said commissioner to keep a complete and detailed record open to public inspection at all times of each and every act respecting the expenditure of said money, and an itemized statement of all expenses and indebtedness incurred and for what and with whom and the amount thereof. It shall be the duty of said commissioner to make a report to the Governor every thirty days in writing, of the acts and doings of said commissioner as herein provided.

SEC. 7. That within thirty days after the close of said exposition it shall be the duty of the said commissioner, and he is hereby authorized to advertise and sell at public auction, for cash in hand, all and singular, the property acquired by said commissioner, to account for the same to the Governor and when approved by him to pay the sum of money so received from said sale to the state treasurer to the the credit of the state general fund.

PROPOSED AMENDMENT TO SECTION 1, ARTICLE 15,
CONSTITUTION.

"A Joint Resolution proposing to amend section one of article fifteen of the Con-
stitution of the State of Nebraska, relative to the manner of submitting and
adopting amendments to the Constitution of the State of Nebraska." Passed
the Legislature March 28, 1901. Vetoed by Governor April 2, 1901.
Be it Resolved and Enacted by the Legislature of the State of Nebraska :

SECTION 1. That section one of article fifteen of the Constitution of the State of Nebraska be amended to read as follows:

"Section 1. Either branch of the Legislature may propose amendments to this Constitution, and it the same be agreed to by three-fifths of the members elected to each house, such proposed amendments shall be entered on the journals, with the yeas and nays, and published at least once each week in at least one newspaper in each county where a newspaper is published, for thirty days immediately preceding the next election of senators and representatives, at which election the same shall be submitted to the electors for approval or rejection, and if a majority of the electors voting at such election on such proposed amendment, shall vote to adopt such amendment, the same shall become part of this constitution. When more than one amendment is submitted at the same election, they shall be so submitted as to enable the electors to vote on each amendment separately."

All ballots used at such election on such amendment or amendments shall have written or printed thereon the following; For proposed amendment to the Consti tution relating to (here insert the subject of the amendment) and Against prop amendment to the Constitution relating to (here insert the subject of the amend ment), and the vote of each elector voting on such amendment or amendments -hall be designated by the elector by making a cross with a pen or pencil in a circle or square to be placed at the right of the lines the words "For" or "Against" the proposed amendments, as he shall desire to vote thereon, or by indicating his prefer ence on a voting machine when such machine is in use.
