any disorderly violence, or threats of violence, whereby any such registration or revision shall be impeded or hindered, or whereby the lawful proceedings of any supervisor of registration or challenger are interfered with, every such person shall, upon conviction thereof, be adjudged guilty of a misdemeanor, and, upon conviction thereof, shall be punished by imprisonment in the county jail not less than ten days nor more than six months, or by a fine of not less than fifty ($50) dollars, nor more than five hundred ($500) dollars, or both.

4227 SEC. 36. [Same.] If any person shall knowingly or wilfully obstruct, hinder, assault, or by bribery, solicitation, or otherwise interfere with any supervisor of registration or other person designated as provided in this act to be present at any registration, in the performance of any duty required of him, or which he may by law be authorized and permitted to perform; or if any person, by any of the means before mentioned or otherwise unlawfully shall on the day of registration or revision of registration hinder or prevent any supervisor of registration, or any person designated as provided in this act to be present at such registration, in his free attendance and presence at the place of registration in and for which he is appointed or designated to serve, or in his full and free access and egress to and from any such place of registration or revision of registration, or to and from any room in which any such registration or revision of registration may be had, or shall unlawfully molest, interfere with, remove, or eject from any such place of registration or revision of registration any such supervisor of registration or person designated, as provided in this act, or shall unlawfully threaten, or attempt, or offer so to do, every such person shall be guilty of a misdemeanor and, on conviction thereof, shall be punished by imprisonment in a county jail for not less than thirty days, nor more than six months, or shall be fined not less than two hundred ($200) dollars, nor more than one thousand ($1000) dollars, or both, and shall stand committed until the fine and costs are paid.

4228 SEC. 37. [Neglect by supervisors.] Any supervisor of registration who shall wilfully neglect, or when called upon, shall wilfully decline to exercise the powers conferred on him in this act, shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be punished by imprisonment in the county jail for not less than thirty days nor more than six months, or by a fine of not less than two hundred and fifty ($250) dollars, nor more than one thousand ($1000) dollars, or by both fine and imprisonment.

4229 SEC. 38. [Same.] If in any election precinct at any general registration of voters, or revision thereof, in any city governed by the provisions of this act, any supervisor of registration shall knowingly or wilfully admit any person to registration, or make any entry upon any register of voters, or shall consent thereto, unless a majority of all supervisors of registration in said election precinct are present and concur, he shall, upon conviction thereof, be adjudged guilty of a misdemeanor, and shall be punished by imprisonment in the county jail not less than thirty nor more than sixty days, or be fined not less than one hundred ($100.00) dollars, nor more than one thousand ($1000.00) dollars, or by both such fine and imprisonment. And if any supervisor of registration in any election district shall, without urgent necessity, absent himself from the place of registration in said precinct upon any day of registration, whereby less than a majority of all the supervisors in such election precinct shall be present during the hours of registration, or revision of registration he shall, upon conviction thereof, be adjudged guilty of a misdemeanor, and shall be punished by imprisonment in a county jail not less than thirty days nor more than six months, or shall be fined not less than one hundred ($100.00) dollars nor more than one thousand ($1000.00) dollars, or both.

4230 SEC. 39. [Duties of county attorney.] It is hereby made the special duty of the county attorney of any county in this state to immediately prosecute all complaints which may be made of violations of any of the provisions of this act to final judgment; and the court before which any conviction for such violation shall be had shall not in any case suspend sentence or judgement for more than twenty days; but no indictment or information for such violation shall be brought to trial unless the complainant, if any, if he shall be found, shall have at least two days notice, in writing, from the said county attorney, of the day when he intends to try the same.

4231 SEC. 40. [Liquors.] Whoever during the sitting of any board of supervisors of registration in any election precinct in any city governed by the provisions of this act, whether held for the purpose of registration, or revision of registration, shall bring take, order, or send into, or shall cause to be taken, brought, ordered or sent into or shall attempt to bring, take, or send into any place of registration, or revision of registration, any intoxicating liquors whatever, or shall at any such time or place drink or partake of any such liquor shall be deemed and held guilty of a misdemeanor, and shall, on conviction thereof, be punished by imprisonment in the county jail not less than thirty days nor more than six months, or by a fine of not less than one hundred ($100.00) dollars nor more than five hundred ($500.00) dollars, or both, and shall stand committed until the fine and costs are paid.

4232 SEC. 41. [Irregularities.] Irregularities or defects in the mode of noticing, convening, holding, or conducting any registration, or revision of registration, authorized by law, shall constitute no defense to a prosecution for the violation of the provisions of this act.

4233 SEC. 42. [Boundaries of precincts.] The boundaries of all election precincts and the location of all places of registration, or revision of registration shall be publicly advertised in at least one newspaper published and of general circulation in said city in the last issue of the paper selected preceding the first day of any general registration, or revision of registration, and one notice in the last issue of the paper so selected prior to each day of registration, or revision of registration, and on such day or days only. All advertising provided for in this section shall be done in one newspaper only published in the city, to be designated by the city Council; and all matters advertised shall be prepared and furnished the journals in which it is to be inserted free from unnecesary verbiage or repetition; Provided, The boundaries of all election precincts, and the location of all places of registration, or revision of registration shall be publicly advertised in at least two newspapers published and of general circulation in said city, in the last issue of each of the papers selected preceding the first day of any general registration, or revision of registration, and one notice in the last issue of each of the papers so selected prior to each day of registration or revision of registration, and on such days only.

4234 SEC. 43. [Costs and expenses, how paid.] The legal compensation of all supervisors of registration, the costs and expenses of all necessary notices, posters, maps, advertisements, registers and books, blanks and stationery, the rent and cost of fitting up, warming, lighting, cleaning, and safe keeping of all places of registration, or revision of registration, and of all supplies of all kinds and nature for all registration in such city shall be a charge, and shall, upon proper certificates and vouchers, be paid out of the general fund of such city, in the same manner as by law provided for the payment of other city expenses out of such fund.

CHAPTER 76a.-RELIEF FOR SUFFERERS.

ARTICLE I.-STATE AID.

4235 SECTION 1. [Appropriation.] For the purpose of caring for the people in this state reduced to a condition of want and dependence by the dry weather and hot winds, for the procuring of fuel, food, and clothing, until such time as another harvest may be secured, and to defray the necessary expense thereof, and for the transportation of such supplies as have already been donated or may hereafter be donated, or procured for thet purpose, there be and is hereby appropriated from the state treasury from the funds not otherwise appropriated the sum of $50,000. or so much thereof as may be found necessary for the relief of the people in the drouthstricken counties of the State of Nebraska. [1895, chap. 51, § 1.]

4236 SEC. 2. [Relief commission-Distribution.] For the purpose of carrying into effect this act and to the end that the aid thereby appropriated may reach those in destitution and want, the State Relief Commission appointed by the Governor, under its present organization, consisting of nine members from which have been elected a president, secretary, and treasurer, is hereby empowered to take charge of said work and prosecute it to completion, and into the hands of said commission shall be placed the funds hereby appropriated from the state treasury, and they shall and are hereby required to procure and distribute to the several counties in need the necessaries of life for the relief of the suffering inhabitants. This distribution, shall be in and through the channels hereinafter provided. [Id., § 2.]

4237 SEC. 3. [Payment for supplies.] It is hereby made the duty of the auditor of public accounts to draw his warrant on the state treasurer on the requisition of the commission, approved by the president and secretary, as the same shall be necessary to furnish the supplies and necessities of life to carry out the provisions of this act. [Id., § 3.]

4238 SEC. 4. [Requisition for supplies-List of supplies.] It is hereby made the duty of said commission in the requisition for the funds set forth therein to state the purpose for which said money to be paid by the treasurer is to be used, with an itemized statement of the amount to be paid for transportation and the several articles and kind of supplies to be procured, and to file with the secretary of state an itemized invoice of all articles by them procured for the relief of the drouth sufferers. [Id., § 4.]

4239 SEC. 5. [County commissioners-Vouchers.] It shall be and it is hereby made the duty of the said relief commission to appoint in each of the several drouth stricken counties, a county central relief committee, who shall have charge of all supplies delivered to their respective counties, and a sub-relief committee of three in every voting precinct. Two or more of the county commissioners, together with the county clerk, shall be members of the county central relief committee. All relief supplies for distribution among the needy, procured by the commission or donated to the commission, shall be delivered to the county central committee and their receipt given for said supplies. Said receipts, together with all vouchers for supplies furnished, to be filed by said relief commission with the Secretary of state. In counties under township organization the board of supervisors shall designate at least two of their number to serve on the county central committee. [Id., § 5.]

ART. 1. SECS. 1-14. "An act for the relief of the people in the drouth stricken districts of Nebraska, to aid in feeding and clothing said people, and to provide a method for the distribution of the aid herein provided for the drouth stricken inhabitants, and to provide a penalty for the abuse of the provisions of this act.' Laws, 1895, chap. 51. Took effect Jan. 25, 1895.

4240 SEC. 6. [Same-Duties-Reports.] The said county central committees of relief of the respective counties in the drouth stricken district shall be and are hereby made responsible for the faithful and proper distribution of all funds or supplies coming into their hands through the agency of the state relief commission, or by donation from private sources. And it is further made the duty of the said county central relief committees to keep a full, complete, and itemized record of all supplies, funds, merchandise, and articles of every kind, name, or nature distributed by them to the suffering people, to whom distributed, in what quantity, and the date of distribution. They shall also report at least once in two weeks by an itemized statement all the funds received by them, and of all supplies of every kind for the relief of the suffering to the state relief commission. They shall take receipts from every individual furnished with supplies of any kind and forward the same to the commission at least every fourteen days, and said receipts shall form a part of the monthly report of the commission hereafter required to be made to the secretary of state. [Id., § 6.]

4241 SEC. 7. [State committee-Expenses.] Said state relief commission is authorized to use in paying the actual expenses for the carrying into effect the provisions of this act not to exceed five per cent of amount of money drawn by them from the treasury and hereby appropriated for the relief of the sufferers hereinbefore referred to. [Id., § 7.]

4242 SEC. 8. [Same-Accounts-Records.] It is hereby made the duty of said relief commission to keep an itemized and accurate account of all moneys and funds by them received, from the state, or from any other source, for the relief of the sufferers herein before mentioned. Their records shall at all reasonable hours be open for public inspection. [Id., § 8.]

4243 SEC. 9. [Same-Reports.] The said state relief commission shall keep an itemized account, full and correct record of all supplies by them procured, to whom disbursed, and file proper vouchers therefor with their report, hereinafter required to be made. They shall also report the disposition of all moneys by them received whether from the state or private individuals. They shall also keep a record of all supplies, provisions, food, clothing of every kind, name and nature, by them received from private sources, and also what disposition was made of the same. And they shall from month to month, or as soon as may be practicable file a full itemized report of their acts and doings under the provisions of this bill, with the secretary of state. [Id., § 9.]

4244 SEC. 10. [Officers-Responsibility.] All officers mentioned in this bill shall be and hereby are held personally responsible for all items of property, money, or anything of value coming into their hands for the relief of the sufferers provided for in this bill. [Id., § 10.]

4245 SEC. 11. [Same-Bonds.] The secretary and treasurer of the said relief commission shall each give a good and sufficient bond in the sum of $20,000 to the state of Nebraska, for the faithful performance of their duties under the visions of this act and for the faithful and proper accounting for all funds, property and money coming into their hands, for the sufferers in accordance with the provisions of this act. Said bonds to be approved by the Governor, Auditor of public accounts and the Secretary of State. [Id., § 11.]

4246 SEC. 12. [Improper distribution.] When sworn complaint shall be made to the state relief commission that supplies are improperly distributed, it shall be the duty of said commission to immediately investigate such complaint, and if sustained they are hereby empowered to place the distribution of relief in the hands of such county officers or other persons as they may deem best. [Id., § 12.]

4247 SEC. 13. [Persons assisted-Affidavit.] All persons applying for relief shall be required to show by the affidavit of himself and the affidavit of two freeholders, residents of the county, who have personally known the applicant for relief for six months immediately preceding the passage of this act, that he is entitled to such relief; that he has been a bona fide resident of said county wherein the application is made for relief and of the state for more than six months, immediately prior to the passage of this act. That he is without money or other means wherewith to supply himself with the articles applied for. All applications must comply with the rules and regulations prescribed by the relief commission, Provided, that in no case shall a sum greater than ten per cent of this appropriation be distributed in and for any one county. [Id., § 13.]

4248 SEC. 14. [Misdistribution-Penalty.] Any member of the state relief commission, of the county central committee of relief or of the sub-precinct committee, knowingly distributing supplies to individuals not in need, or who are able to procure supplies for themselves, shall be deemed guilty of a misdemeanor, and upon conviction shall be fined in a sum not exceeding $100.00 or imprisoned in the county jail not more than thirty days. [Id., § 14.]

4249 SEC. 15. [Appropriation.] That there be and is hereby appropriated from the State Treasury, from funds not otherwise appropriated, the sum of Two Hundred Thousand dollars for the purpose of procuring seed, and feed for teams, for the destitute farmers of this state during the spring of 1895. [1895, chap. 52, § 1.]

4250 SEC. 16. [Warrants on state treasury.] It is hereby made duty of the Auditor of Public Accounts to draw his warrants on the State Treasurer, on the requisition of the State Relief Commission, approved by the president and secretary thereof, in favor of the several county treasurers of the counties entitled to receive aid under the provisions of this act, for such portion of the amount herein appropriated as the State Relief Commission may determine necessary, in accordance with the provisions of this act. [Id., § 2.]

4251 SEC. 17. [State and county relief commissions.] It shall be and is hereby made the duty of the State Relief Commission to appoint in each of the counties entitled to receive aid under this act, where such appointments have not already been made, a county central relief commission, and, in every county entitled to receive aid under this act, the county county central relief commission shall have charge of all seed and feed procured for their respective counties, and said county central relief commission shall appoint a sub-commission in each voting precinct. Two or more of the county commissioners or supervisors, as the case may be, together with the county clerk shall be members of the county central relief commission, and such county central relief commission shall, on its appointment, immediately organize by the election of a president and secretary. [Id., § 3.]

4252 SEC. 18. [Warrants on county treasury.] The county clerk shall on requisition of the county central relief commission, signed by its president and secretary, draw his warrant on the sum placed in the county treasury by the provisions of this act, in payment for such seed and feed as may be procured by the county central relief commission, and the expenses incurred in procuring the same. [Id., § 4.]

4253 SEC. 19. [County commission-Precinct distribution.] The county central relief commission of the several counties shall use the sum placed in the county treasury by the provisions of this act, or so much thereof as may be re

"An act to provide seed and feed for the destitute farmers in this state, to provide for its distribution, to make an appropriation for the purposes above specified and to provide a penalty for non-conformity with the provisions of this act."
