STATE PRISON INSPECTORS.

The per diem and mileage of state prison inspectors for the years 1875 and 1876, shall be paid out of the appropriation made to the penitentiary building fund, approved, February 19, 1875, upon sworn vouchers therefor in the manner provided by law.

The warden shall on the first Wednesday of each and every month report to the board of inspectors the expenses of the month preceding, together with sufficient vouchers for each item of expenditure, which report together with the vouchers, shall be certified to by the inspectors and forwarded to the state auditor whose duty it shall be to draw his warrant on the state treasurer for the several amounts so specified, in favor of the person named in said voucher to be paid out of the general fund. The revenue accruing from convict labor and from charges for maintaining other than state prisoners, shall be collected by the warden and by him paid into the state treasury to be held as a separate fund, which is hereby appropriated for the care and support of state prisoners, and may be disbursed

SEC. 3. The state auditor is hereby authorized and directed upon the presentation of the proper voucher, to draw his warrant on the state treasury, and upon the fund as designated, and against the appropriation as made in section one of this act, for the amount due, such warrant shall give the name of the person and nature of the service performed. SEC. 4. The balance in the state treasury to the credit general fund, of the salt (royalty) fund; to wit: One hundred and sixty-six dollars and fifty-nine cents ($166.59), be and the same is hereby transferred to the general fund.

SEC. 5. All acts and parts of acts inconsistent with any of the provisions of this act are hereby repealed.

SEC. 6. This act shall take effect and be in force from and after its passage.

Be it enacted by the Legislature of the State of Nebraska:

SECTION 1. That any note or contract given for the purchase of seeds to be planted or sown in the year 1875,

ity of seeds for which the note or contract is given, and seeds in 1875. shall describe the land on which the seeds are to be sown shall constitute or planted, shall have the same force and effect, and to all gage on crops intents and purposes shall constitute a chattel mortgage on the crop raised on said land in favor of the holder of said note or contract, and may be foreclosed in the same manner as an ordinary chattel mortgage: Provided, said note or contract is filed and recorded in the office of the county clerk of the county where the land described is situated, in the book for the recording of chattel mortgages, and before any other lien has attached to said crop. SEC. 2. The county clerk shall be entitled to a fee of thirty-five cents for each note or contract recorded by him as required by this act.
