To amend section twenty-two of an act entitled an act to provide for the erection of a penitentiary and for the care and custody of state convicts, approved, March 4, 1870.

Be it enacted by the Legislature of the State of Nebraska:

That no order or orders shall be drawn and no account or accounts shall be allowed, nor any contracts awarded except at such regular meetings. That they shall keep a full record of their proceedings and meetings, which shall be signed by the board of inspectors and attested by the clerk, and that the said proceedings shall be read and approved at the next regular meeting of the board; also, that any one of the inspectors who may dissent from the action of the majority shall have the privilege to have his negative vote placed on the record with his reasons therefor.

AN ACT

Authorizing the auditor of state to transfer certain funds now due the State of Nebraska from the state prison contractor to the penitentiary fund; and authorizing the future auditing of monthly estimates becoming due on account of prison labor, and the transfer of such funds to the penitentiary fund.

Be it enacted by the Legislature of the State of Nebraska:

SECTION 1. That the auditor of state be, and is hereby prison labor to directed to withhold from any moneys appropriated to the contractor of the state penitentiary the sum of three thousand, four hundred and eighteen dollars and fortyfive cents ($3,418.45), being the amount reported due the State of Nebraska from said contractor, December 1st, 1874, for prison labor; and that the said sum of three thousand, four hundred and eighteen dollars and fortyfive cents (3,418.45), be transferred to the penitentiary fund.

Be it enacted by the Legislature of the State of Nebraska :
