Army Desertions--" Waste of the Army"
Moved, "That an humble Address be presented
to Her Majesty praying that Her Majesty
will be graciously pleased to appoint a Royal
Commission to inquire into and report upon
the causes of the Waste of the Army,' both
in regard to the alarming increase of deser-
tion officially reported to have taken place
within a few months of the first enlistment
of recruits as well as in regard to subsequent
'fraudulent enlistments' during recent years
since the introduction of short service and
the twin (or linked) battalion system" (The

authorises the compulsory retirement of
efficient officers under 70 years of age, but
that increased inducements to voluntary re-
tirement should be substituted therefor,
according to the original plan laid down by
Lord Cardwell, and sanctioned by Parlia-
