That Section 17 be and the same is hereby amended by striking from said section after the word "first" and before the word "thereof" the words "two weeks" and inserting in lieu thereof the words seven days and re-enacted so that the section when amended shall read as follows:

Section 17. In case of an injury resulting in temporary, partial disability, except the first seven days thereof a weekly compensation equal to 65% of the difference between his average weekly earnings before the injury and the average weekly earnings which he earns or is able to earn in some suitable employment after the injury and during such disability, not to exceed 335 weeks from the date of injury nor exceed the sum of $12 per week nor the maximum sum of $4,000. In case partial disability follows a period of total disability such period of total disability shall be deducted from the maximum period allowed for partial disability and the benefits payed on account thereof from the maximum allowed for partial disability.

Par. 5. That section forty-five be and the same is hereby amended by striking from said section the words "for the purpose of this act the State of Kentucky is hereby divided into three districts, to be known respectively as the Eastern, Central, and Western Districts. The Eastern District shall contain the counties of Carroll, Gallatin, Boone, Kenton, Campbell, Owen, Grant, Pendleton, Bracken, Scott, Harrison, Robertson, Mason, Woodford, Jessamine, Fayette, Bourbon, Nicholas, Fleming, Lewis, Greenup, Boyd, Carter, Elliott, Rowan, Bath, Montgomery, Clark, Madison, Estill, Powell, Menifee, Morgan, Lawrence, Johnson, Martin, Pike, Floyd, Knott, Letcher, Perry, Magoffin, Wolfe, Lee, Breathitt, Owsley. The Central District, the

counties of Trimble, Henry, Oldham, Jefferson, Shelby, Franklin, Bullitt, Spencer, Anderson, Nelson, Washington, Mercer, Marion, Boyle, Garrard, Lincoln, Rockcastle, Green, Taylor, Adair, Casey, Russell, Pulaski, Cumberland, Clinton, Wayne, McCreary, Whitley, Laurel, Jackson, Clay, Leslie, Knox, Bell, Harlan. The Western District, the counties of Fulton, Hickman, Graves, Carlisle, Ballard, McCracken, Calloway, Marshal, Livingston, Crittenden, Lyon, Caldwell, Trigg, Christian, Hopkins, Webster, Union, Henderson, Daviess, McLean, Muhlenberg, Todd, Logan, Butler, Ohio, Hancock, Breckinridge, Meade, Hardin, Grayson, Larue, Edmonson, Hart, Warren, Barren, Metcalf, Monroe, Allen. One member of the board, as first constituted, shall be appointed for each district, the suc cessors of each to thereafter be appointed from such district. During his term of office each member shall maintain his residence at some point in his district and shall adopt and maintain office hours for at least one day of the week at some point in his district, during usual business hours; the place, day and time of maintaining such office hours and the place of residence of the member shall be shown upon the official stationery used by him in his district,' and inserting in lieu thereof the words "the place of residence of each member shall be shown upon the official stationery used by the said board," and re-enacted so that said section as amended shall read as follows:

Section 45. The place of residence of each member shall be shown upon the official stationery used by the said board.

CHAPTER 177.

AN ACT to amend Chapter 71 of the Acts of the General Assembly of 1916, which is "An Act to regulate the practice of Veterinary Medicine, surgery and dentistry in the State of Kentucky, to license non-graduate veterinarians, to establish a State Board of Veterinary Examiners and to provide penalties for violating the provisions thereof," which act was signed by the Governor on March 24, 1916.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That Section 4 of Chapter 71 of the Acts of the General Assembly of 1916, be, and the same is hereby repealed, and in lieu thereof the following is enacted:

Section 4. Any person not entitled to a certificate of license, as aforesaid, in Section 3, and who desires to practice veterinary medicine, surgery or dentistry in this Commonwealth, shall before doing so be required to take and pass an examination before the State Board of Veterinary Examiners. The applicant shall pay a license fee of $7.00 to the State Board of Veterinary Examiners, which shall entitle said person to said examination, as hereinafter provided for. If such person passes said examination satisfactorily he shall be entitled to a license and the board shall issue to him a certificate of license signed by its president and secretary, and attested by its seal. Any person, who fails to pass a satisfactory examination and is, therefore, refused a certificate of license, may be re-examined at any meeting of the board within two years of the time of such refusal without additional fee, and thereafter may be examined at any meeting of the board upon the payment of a fee of $5.00 for such examination.

§ 2. That Chapter 71 of the Acts of 1916 be and the same is hereby amended by repealing all of Section 9 of said act, and inserting in lieu thereof the following:

Section 9. The fee received for examination and issuing certificates of license shall be paid yearly to the Board of Veterinary Examiners and shall be used by said board in defraying the necessary expenses of the board and in such manner as the board may direct for the purpose of carrying out the provisions of this act.

The secretary of said board shall render an annual statement of receipts and expenses to the Commissioner of Agriculture, Labor and Statistics, who shall have the power to have the books of same examined at any time.

Each veterinarian, who has been, or who may hereafter be, licensed under the provisions of this act, shall be required to have his license renewed each year and at the time of renewal shall pay to the said Board of Veterinary Examiners a renewal fee of $2.00. The certificate of license shall be renewed as of July 1, 1918, and each year thereafter. The said board upon the receipt of the renewal fee of $2.00 before the license shall have expired, shall issue to said veterinarian a certificate of renewal showing that the license has been extended for a period of one year.

§3. That Section 10 of Chapter 71 of the Acts of 1916 be and the same is hereby amended by adding thereto the following:

"And unless said certificate or license shall have been renewed from time to time as is provided for in Section 9 hereof."

Said section when thus amended shall read as follows:

Section 10. It shall be unlawful after the first day of January 1917, for any person to practice veterinary medicine, surgery or dentistry or any branch thereof in this Commonwealth if he does not hold a certificate or license issued by said board and registered as required herein, and unless said certificate or license shall have been renewed from time to time as is provided for in Section 9 of this Act."

CHAPTER 178.

AN ACT to prevent idleness in the Commonwealth of Kentucky during the continuance of the war in which the United States is now engaged, and prescribing the duties of civil and police officers of the State.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. It is hereby declared to be the duty of every able bodied male resident of this State, between the ages of sixteen and sixty years, to habitually and regularily engage in some lawful, useful and recognized business, profession, occupation or employment, whereby he may produce or earn sufficient to support himself and those dependent upon him.

2. From the time this act becomes effective, and thenceforward until six months after the termination of the present war between the United States of America and the Imperial German Government, any able bodied male resident of this State between the ages of sixteen and sixty, except bona fide students during school term, who shall fail or refuse to regularily and steadily engage for at least
