AN ACT Granting to cities of the metropolitan class the right and power to
secure and provide for the furnishing of a supply of gas, at reasonable
rates and prices, to the city and its inhabitants by authorizing and em-
powering such cities: (a) to grant to any person, persons, corporation
or association, and to his, their or its successors and assigns, for a fixed
term of years, the right and privilege to lay down and maintain gas mains,
pipes, services and other necessary structures in the streets, avenues,
lanes, alleys and public grounds of the city, and fixing and prescribing
the terms and conditions of such grant and requiring that every such
grant shall specifically provide that the net price of gas furnished there-
under in all cases where the same is paid for within ten days after the

first day of the month succeeding the expiration of the period in which
the gas charged for was supplied, shall never exceed $1.00 per 1,000 cubic
feet and expressly reserve to the city a stated annuity, based on the an-
nual gross amount of gas disposed of to the city and consumers therein
to be paid by the grantee or grantees, and his, their or its successors and
assigns, which annuity shall be in lieu of all occupation taxes and license
taxes; (b) to fix by contracts with such grantee or grantees, and his,
their or its successors and assigns, for a period not to exceed ten years
each, the rate and price to be charged said city and its inhabitants per
1,000 cubic feet of gas; (c) repealing all acts and parts of acts inconsistent
herewith; (d) and declaring an emergency..
