Provided, also, that the commissioners of inland fisheries and game may purchase or lease real estate in the name of the state for the purpose of maintaining fish hatcheries and feeding stations and erecting the same for fish culture, and may also assist in maintaining fish hatcheries for fish culture owned and under the management of fish and game associations; provided, also, that the commissioners shall make a detailed statement in their report of all expenditures of money expended under this resolve.

Chapter 166.

Resolve in favor of the Maine School for Feeble Minded.

Whereas, the appropriation called for in this resolve is now Preamble. due and immediately necessary for the preservation of the public peace, health or safety, and in the opinion of the legislature this fact constitutes an emergency as contemplated by the constitution; be it therefore

Resolved, that there be and hereby is appropriated the sum of twelve thousand five hundred seventy-four dollars and fiftyeight cents, balance due upon contract for work upon two brick dormitory buildings at the Maine School for Feeble Minded. In view of the emergency cited in the preamble this resolve shall take effect when approved.

Resolved, that there be and hereby is appropriated the sum of forty-seven dollars and fifty-two cents to be paid to Edward F. Gowell, chairman, for expenses of committee on trip to Alfred, to attend the funeral of the late Hon. Amos L. Allen, representative in congress for the first district of Maine.

Resolved, that the sum of fifty-two dollars and fifteen cents be paid to R. H. McCready, secretary to the committee on prisons, to defray expenses incurred by him on account of the visit of said committee to the state prison at Thomaston, during the present session of the legislature in compliance with its official duties.

Chapter 169.

Resolve in favor of roads in Indian Township.

Resolved, that the sum of one thousand dollars be and hereby is appropriated for the construction and repair of the road and bridges in Indian Township, Washington county, for the year nineteen hundred and eleven and one thousand dollars for the year nineteen hundred and twelve. Each of the above appropriations shall be expended in each year as follows: at the direction of the state commissioner of highways.

Resolve in favor of the Eastern State Normal School.

Resolved, that there be and hereby is appropriated the sum of nine thousand dollars for the year nineteen hundred and eleven for the Eastern state normal school at Castine, the same to be expended by and under the direction of the trustees of the normal schools of the state for furnishing the dormitory at said school and any balance remaining after purchase of furnishings may be expended for such permanent improvements as the trustees may deem necessary.

Chapter 177.

Resolve for a co-operation agreement with the United States for the purpose of creating forest reserves at the head-waters of the navigable streams of the State.

Resolved, that the seventy-fifth legislature of the state of creating for- Maine approves the act passed by the last United States congress entitled "An Act to enable any state to co-operate with any other state or states, or with the United States, for the protection of water-sheds of navigable streams, and to appoint a commission for the acquisition of lands for the purpose of conserving the navigability of navigable rivers" and popularly known as the Weeks Appalachian Forest Reserve Bill, and does hereby consent to the acquisition of lands by the United States for the purpose of creating forest reserves and preserving the navigability of the navigable streams of the state, and furthermore, does empower and instruct the governor of this state, with the advice and consent of the council, to enter into such negotiations and sign such agreements with the proper United States officers, and officers of any other state, as are necessary for the creation of forest reserves in the state of Maine.

Chapter 179.

Resolve providing for an appropriation to prevent the spread of glanders in the plantations of Jackman, Moose River and Dennistown.

Whereas a large number of horses, in the plantations of Jack- Preamble. man, Moose River and Dennistown, have been found to have the disease known as glanders, some of which have been killed and others held in quarantine by the cattle commissioners and an appropriation is necessary to pay the expenses of testing, quarantining and for horses killed, and whereas in the opinion of the legislature these facts constitute this resolve an emergency measure which is immediately necessary for the preservation of the public peace, health and safety, now therefore be it Resolved, that the sum of five thousand dollars be and hereby is appropriated to be used under the direction of the governor and council to pay for horses destroyed and expenses incurred in the plantations of Jackman, Moose River and Dennistown, now under quarantine on account of suspicion of glanders; provided, however, that the appraisal upon any one horse shall not exceed one hundred dollars.

Chapter 180.

Resolve in favor of State House Employees.

Resolved, that the sum of twenty-five dollars be paid to each of the regular state house employees who have served under the superintendent of public buildings more than one year, for extra services rendered during the remodeling of the state house and during the session of the legislature, eight in number, amounting to two hundred dollars.
