Chapter 92.

Resolve authorizing the Land Agent to sell the State's interest in Lot number one hundred and sixty-three in Township number eighteen, Range six, Aroostook County.

Resolved, that the land agent is hereby authorized to sell and convey to the actual settler or his grantee thereon the interest the state of Maine has in lot number one hundred and sixtythree in township number eighteen, range 6, W. E. L. S., in Aroostook county according to survey of Packard and Nason, state surveyors, for such price per acre as he may deem equitable.

Chapter 93.

Resolve in favor of the Free High School Precinct in the Town of Dixmont known as North Dixmont Precinct, District Number One.

Resolved, that there be and hereby is appropriated the sum of twenty-two dollars and thirty-seven cents to the free high school precinct in the town of Dixmont known as North Dixmont precinct, district number one, said sum being the amount of reimbursement on account of the maintenance of a free high school by said precinct during the school year ending July one, nineteen hundred and nine.

Resolve in favor of the Hospital of the Daughters of Wisdom of St.
Agatha, in the County of Aroostook.

Resolved, that there be and hereby is appropriated the sum ters of Wis- of five hundred dollars for the year nineteen hundred eleven and the sum of five hundred dollars for the year nineteen hundred twelve, to be paid the hospital of the Daughters of Wisdom of St. Agatha, in the county of Aroostook for the maintenance of said institution.

Chapter 95.

Resolve providing for an Epidemic or Emergency Fund.

Resolved, that the sum of one thousand dollars annually for Epidemic or two years is hereby appropriated as an epidemic or emergency fund to be used, if necessary, by the state board of health with the consent of the governor and council in case of the invasion or threatened invasion of smallpox or other dangerous epidemic disease into the state, and the governor is hereby authorized to draw his warrant for the same, or such part of the same as may be needed, out of any money in the treasury not otherwise appropriated.

Chapter 96.

Resolve in favor of the Penobscot Tribe of Indians.

Resolved, whereas, the state of Maine holds in trust for the Preamble. Penobscot tribe of Indians a certain large sum of money, and whereas all the funds appropriated by the seventy-fourth legislature for the care, maintenance and relief of said tribe have been expended for the purposes and in the manner prescribed by law, and because of the lack of available funds, said tribe may fall into distress and be deprived of proper food, shelter and clothing.

Whereas, by reason of the foregoing facts the appropriation called for in this resolve is immediately necessary for the preservation of the public peace, health and safety, and in the opinion of this legislature constitutes an emergency as contemplated by the constitution, be it therefor

Resolved, that there be paid from the state treasury to be expended under the direction of the governor and council, by the agent of the Penobscot tribe of Indians, for the benefit of said tribe for the years nineteen hundred and eleven and nineteen hundred and twelve, as follows:

Interest on tribe's fund, each year.
Agricultural purposes, each year.
Annuity, each year..

Bounty on crops, each year..

Salary of teachers, each year...
Incidental expenses for the schools, and
public buildings, each year, (including
salary of superintendent of Island

Madawaska

Training

School, in favor of.

Chapter 97.

Resolve in favor of the Madawaska Training School.

Resolved, that there be and hereby is appropriated the sum of seven hundred dollars for the year nineteen hundred and eleven and the sum of seven hundred dollars for the year nineteen hundred and twelve for the Madawaska Training School at Fort Kent, the same to be expended by and under the direction of the trustees of the normal schools of the state, for providing sewers, a safe method of lighting and other permanent improvements.

Fort William Henry, in favor of.

Chapter 98.

Resolve in favor of Fort William Henry in the Town of Bristol.

Resolved, that there be and hereby is appropriated for the care and maintenance of the memorial tower erected by the state at Fort William Henry and for such other purposes connected with the care and enlargement of the reservation and state property thereunto appertaining as may, in the judgment

of the agents having the care thereof, be necessary and for the public interest, the sum of four hundred dollars for the year nineteen hundred and eleven and four hundred dollars for the year nineteen hundred and twelve.

Chapter 99.

Resolve providing for an appropriation for the protection of trees and shrubs from the introduction and ravages of dangerous insects and diseases.

Resolved, whereas, the gypsy moths have been declared by Preamble. law to be public nuisances and their oppression and the prevention of their introduction into this state, and the protection of trees and shrubs from the introduction and ravages of dangerous insects and diseases, require constant work now being carried on under the direction of the commissioner of agriculture, and the interruption of said work until ninety days after the recess of this legislature would be harmful to the public health, and

Whereas, by reason of the foregoing facts this measure is immediately necessary for the preservation of the public health, and an emergency as contemplated by the constitution exists, now, therefore

Resolved, that for the purpose of carrying into effect all provisions of the law now in force, or as the same may be amended and added to, relative to the protection of trees and shrubs from the introduction and ravages of dangerous insects and diseases, there is hereby appropriated out of any moneys in the treasury the sum of twenty thousand dollars for the year one thousand nine hundred and eleven.

This resolve, two-thirds of all the members elected to each house having so directed, shall take effect when approved by the Governor.

Preamble.

Appointment of commission authorized.

Chapter 100.

Resolve relating to an equestrian statue of Major General Oliver O.
Howard.

Whereas, Oliver O. Howard, a native of the State of Maine, entered the military service of the United States in the war for the Union as colonel of the third regiment of Maine volunteers and passed through the various grades of promotion to the rank of major general and to the command of an army in the field; and whereas his distinguished services throughout the war, notably in the battle of Gettysburg, for his conduct wherein he received the thanks of congress, make it due to his memory and to the honor of the state of Maine that his patriotism and conspicuous leadership be suitably commemorated; therefore,

Resolved, that the governor is hereby authorized to appoint a commission of three persons, to serve without pay, to consult with the authorities of the United States having in charge the battlefield of Gettysburg and select a site on that field for an equestrian statue of General O. O. Howard, to ascertain the probable cost of such statue and to report to the legislature at the earliest opportunity.

Resolved, that the sum of three hundred dollars, or so much thereof as may be required, is hereby appropriated to defray the necessary expenses of the commission.

Resolve in favor of the town of Waltham.

Resolved, that there be and there is hereby appropriated the sum of one hundred and seventeen dollars to reimburse said town for construction of state road in the year nineteen hundred and nine.

Resolved, that there be and hereby is appropriated the sum of two thousand dollars for the year nineteen hundred and ings, to pro- eleven and the sum of two thousand dollars for the year nineteen hundred and twelve to provide for the insurance of the buildings at the five state normal schools and the Madawaska training school.
