Most of the amendments to the statutes which are recommended by us for passage in the bills attached to this report have been drawn in accordance with these ideas. It is believed that, when read in connection with the notes appended to them, they fully explain themselves.

We do not claim perfection for court-made rules of procedure; we only say that by reason of the greater experience of the courts, and the greater elasticity of their rules in cases where the courts are imbued with the proper spirit, and understand the true relation of procedural rules to substantive law, a more efficient system can be worked out and will finally appear. Each of the proposed changes is approved by a majority of the members of this court, and nearly all of them have the unanimous approval of the members. Respectfully submitted.

Gentlemen: This is to formally notify you that pursuant to the statute governing, I have this day appointed the following members of the Senate and Assembly to constitute the visiting committee:

Carl D. Jackson, of Oshkosh, Wisconsin, to be a member of the Railroad Commission of Wisconsin for the balance of the unexpired term ending on the first Monday in February, 1919, vice John H. Roemer, resigned.

Senator Skogmo moved that action upon the confirmation of Carl D. Jackson to be a member of the Railroad Commission be deferred for one week.

Senator Burke offered an amendment that action be deferred until next Tuesday morning, which amendment was adopted.

The motion as amended prevailed and action on the confirmation of Carl D. Jackson was deferred until Tuesday morning, January 26, 1915.

ADJOURNMENT.

Upon motion of Senator Bichler, the senate adjourned.

RESOLUTIONS INTRODUCED

To provide for the appointment by the committee on Committees for a special committee on Conservation.

Resolved, That the committee on Committees recommend to the senate the names of three senators to serve on a special committee to be known as the committee on Conservation and that this committee shall serve during the 1915 session of the legislature.
