The hour of 10:30 o'clock, a. m. having arrived, Upon motion of Senator Perry, the senate took up for consideration

To repeal section 20.63 of the statutes, and to create section 20.63 of the statutes, relating to the official state paper. Senator Perry offered amendment No. 1, S. to substitute amendment No. 1, S.

Senator Ackley moved that amendment No. 1, S. to substitute amendment No. 1, S. be adopted.

Senator Burke moved the previous question.
Senator Bosshard began to explain his vote.

Senator Ackley rose to the point of order that the senator was speaking on the merits of the question.

The president ruled that the senator must confine himself to the explanation of his vote.

Senator Bosshard continued his remarks, when

Senator Ackley insisted upon his point of order that Senator Bosshard was speaking upon the amendment, and was out of order.

Senator Bosshard yielded until the vote on the amendment. should be taken and the roll call was continued.

The question was: Shall the main question be now put? The ayes and noes were required, and the vote was: Ayes, 19; noes, 10; absent or not voting, 4; as follows:

Senator Bosshard secured the floor for the purpose of explaining his vote.

Senator Bennett rose to the point of order that the senator was discussing the merits of the question and not explaining his vote.

The President ruled that the senator should confine himself to the explanation of his vote.

When the result of the vote was announced,

Senator Ackley moved that substitute amendment No. 1, S., as amended be adopted.

Amendment No. 1, S., withdrawn upon motion of Senator Perry, with unanimous consent.

After debate as to the order in which amendments should be considered,

Substitute amendment No. 2, S. was considered first, with unanimous consent.

After debate, Senator Ackley moved that further speeches be limited to ten minutes.

The president ruled that the motion would require a suspension of the rules as the rules did not impose a time

limit.
