Upon motion of Senator Tomkins, Senator Bray was elected to preside for this session.

MOTIONS

Upon motion of Senator Albers and with unanimous. consent Rule eleven was suspended for this session.

Upon motion of Senator Ackley the record was made to show that No. 260, S., No. 261, S. and No. 264, S. were introduced by request.

Senator Staudenmayer offered a resolution asking the attorney-general to give his opinion whether the normal school regents may continue salary or pay expenses of instructors while lobbying.

The president doubted the privilege of the resolution, and referred it to the committee on Legislative Procedure. Senator Ackley asked for a ruling on introduction of resolutions not privileged.

The president ruled that all resolutions not privileged must be referred to the committee on Legislative Procedure and be reported by them to the senate.

Extending to President Wilson the sympathy and support of the legislature of Wisconsin.

Whereas, In these troubled times, when every day shows more clearly the dangers that confront even the most. sincere neutrality, and the difficulty of maintaining that neutrality in the face of racial pride and prejudice at home as well as abroad, and

Whereas, Our president's responsibility is the greatest that could be laid on the chief executive of any nation in time of peace, and it is easy for those who do not share his burden or realize its tremendous weight on heart and mind, to say what ought to be done and what ought not to be done, and

Whereas, Under such circumstances he needs the cooperation and support of every true American, and needs. to know that political friends and foes alike sympathize with him and realize the burden he is carrying, and

Whereas, He should be made to feel that partisanship and personal feeling wholly cease to have a meaning for Americans when their president is confronted with what may quickly develop into an international crisis of grave significance, and

Whereas, Nothing that could be said or felt or done could avail to abate his high and solemn responsibility, but his way may and should be brightened by the knowledge that the whole moral force, the whole heart, and the whole mind of the nation are his to lean upon or to call upon for support, and

Whereas, The hearts of all Americans should go out in sympathy and support to that solitary man sitting in the White House at Washington who carries the welfare of one hundred million people so largely in his hands; therefore be it
