During February and March the undersigned will be pleased to open the Washburn Observatory to members of the legislature who wish to look through the telescope at the

stars.

The Observatory is readily accessible by street car and visits to it should be made in parties of not more than ten members. Prior arrangement for such visit should be made with the undersigned by telephone or otherwise, since only clear nights, and not all of those, are available for this purpose. Senator Fairchild asked for a decision of the chair on enate rules 36 and 37, whether, this being the fifth week, bills must be received hereafter through the committee on Legislative Procedure.

The president invited the senators to give their opinions. Senator Ackley moved that the construction of the rules should be that the close of the fifth week should be at the end of five full weeks, on Wednesday, which motion was agreed to unanimously.
