The senate met.

TUESDAY, February 2, 1915.

The president in the chair.

Prayer was offered by Rev. W. J. McKay.

The roll was called and the following senators answered to their names:

Senators Ackley, Barwig, Baxter, Bray, Culbertson, Cunningham, Everett, Glenn, Hanson, Huber, Jennings, Martin, Monk, Mulberger, Potts, Rollmann, Scott, Skogmo, Staudenmayer, and Tomkins-20.

Absent-Senators Albers, Arnold, Bennett, Bichler, Bosshard, Burke, Fairchi d, Kellogg, Perry, Richards, Stevens, Weissleder and Whitman-13.

LEAVE OF ABSENCE

Upon request of Senator Tomkins, leave of absence was granted to Senator Bosshard for this session.

The journal of Friday, January 29, 1915, was approved.

MOTIONS

On motion of Senator Tomkins, an invitation was extended to Henry S. Graves to address the senate tomorrow.

On motion of Senator Ackley, the chief clerk was requested to prepare for the use of the senators a list giving the names of the senators and the numbers of their respective districts.

BILLS AND RESOLUTIONS FOR REVISION Senator Ackley filed one joint resolution, Senator Weissleder filed one joint resolution; Senator Culbertson filed one bill and Senator Potts filed one bill, for revision at the chief clerk's desk.

Dear Sir: Pursuant to Chapter 670 of the Laws of 1913, creating the Wisconsin Special Legislative Committee on Forestry, I herewith transmit their report.

The report was referred to the special committee on

Conservation.

The report of the joint committee of the legislature of of the courts in Wisconsin was received and referred to the Wisconsin on investigation of the organization and system committee on Judiciary.

EXECUTIVE COMMUNICATIONS

Senator Culbertson moved that action on the confirmation
of George J. Weigle as dairy and food commissioner be post-
poned for two weeks.
Senator Martin moved to amend the motion to read until
Thursday, instead of for two weeks.

The question was: Shall the amendment be adopted?
The ayes and noes were requested.

And the vote was: Ayes, 11; noes. 9; absent or not voting,

13; as follows:

Ayes Senators Ackley, Baxter, Bray, Cunningham, Everett, Hanson, Jennings, Martin, Mulberger, Rollmann, and Staudenmayer-11.

Scott, Skogmo and Tomkins-9.

Noes-Barwig, Culbertson, Glenn, Huber, Monk, Potts,

Absent or not voting-Albers, Arnold, Bennett, Bichler, Bosshard, Burke, Fairchild, Kellogg, Perry, Richards, Stevens, Weissleder, and Whitman-13.

And so the amendment was adopted.

The president stated that the vote would then be on the motion as amended, when Senator Scott moved that the motion be amended to read for one week instead of until Thursday.

The question was: Shall the amendment to postpone for one week be adopted?

The ayes and noes were requested, and the vote was: Ayes, 11; noes, 8; absent or not voting, 13; as follows:

Ayes-Senators Barwig, Baxter, Culbertson, Everett, Glenn, Huber, Monk, Potts, Rollmann, Scott, Skogmo and Tomkins-12.

Noes-Senators Ackley, Bray, Cunningham, Hanson, Jennings, Martin, Mulberger and Staudenmayer-8.

Absent or not voting-Senators Albers, Arnold, Bennett, Bichler, Bosshard, Burke, Fairchild, Kellogg, Perry, Richards, Stevens, Weissleder and Whitman-13.

And so the amendment was adopted.

The motion as amended prevailed, and action on the confirmation of George J. Weigle was postponed for one week.

ADJOURNMENT

On motion of Senator Scott, the senate adjourned.

After the motion to adjourn had been carried, the president announced that he had just been informed by the speaker of the assembly that the speaker of the House of Representatives of the state of Massachusetts was present.

Speaker Joseph Walker addressed the senate.

RESOLUTIONS INTRODUCED

Upon request of Senator Ackley and with unanimous
consent, Jt. Res. No. 14, S., was considered privileged.
Jt. Res. No. 14, S.

Resolved, by the senate, the assembly concurring, That the
presidents, respectively, of the railroad, tax and industrial

commissions and the state board of control, the state treasurer, attorney general, the secretary of state, the president of the state university, the president of the board of regents of state normal schools, the president of the dairy and food commission, the insurance commission and the state game warden, deliver to the chief clerks of the senate and the assembly, on or before the tenth day of February, 1915, a detailed report as follows:

All statutes under which any of the departments aforesaid mentioned deriving any financial aid and the number of the aforesaid statutes; together with the total amount of money received by the aforesaid mentioned department, to date, under the aforesaid statutes since the passage of the same; and the total amount receivable under the same; whether the same is continuing or of one specific appropriation; and the total amount it has cost to run the said department from the first day of July, 1914, to the present date.

Be it further resolved, That the chief clerk of the senate shall immediately notify the aforesaid departments of the passage of this joint resolution by mailing or delivering a copy of the same to the official heads of the aforesaid depart

ments.

Noes-Senators Arnold, Barwig, Bennett, Bosshard, Bray, Culbertson, Glenn, Huber, Monk, Potts, Rollmann, Scott, Skogmo, Stevens, Tomkins and Weissleder-16. Absent or not voting-Senators Bichler, Kellogg, Martin and Richards-4.

And so the senate refused to adopt the resolution.
