Senator Arnold voted present.

Upon

motion of Senator Bosshard, the senate proceeded to another ballot.

The following senators voted for Senator Fairchild: Senators Ackley, Baxter, Bennett, Bray, Burke, Cunningham, Everett, Hanson, Martin, Perry, Richards, Scott, Stevens and Whitman-14.

The following senators voted for Senator Scott: Senators Bosshard, Culbertson, Fairchild, Glenn, Huber, Monk, Potts, Skogmo and Tomkins-9.

The following senators voted for Senator Bichler: Senators Albers, Barwig, Jennings, Kellogg, Mulberger, Rollmann, Staudenmayer and Weissleder-8.

Senator Bichler voted for Senator Albers.

Senator Arnold voted present.

Upon motion of Senator Burke the senate proceeded to another ballot.

The roll was called and the following senators voted for Senator Fairchild:

The following senators voted for Senator Scott: Senators Bosshard, Culbertson, Fairchild, Glenn, Huber, Monk, Potts, Skogmo and Tomkins-9.

The following senators voted for Senator Bichler: Senators Albers, Barwig, Jennings, Kellogg, Mulberger, Rollmann and Staudenmayer-7.

Senator Bichler voted for Senator Albers.

Senator Arnold voted present.

Senator Bosshard asked leave to offer a resolution, which was sent to the clerk's desk.

Senator Fairchild asked leave to offer a resolution, which was sent to the clerk's desk.

Senator Burke asked leave to offer a resolution, which was sent to the clerk's desk.

The president held that these resolutions were not in order until after the senate was organized by the election of its officers.

Upon motion of Senator Burke, the senate took a recess until 3:00 o'clock p. m.

Upon motion of Senator Ackley, the senate proceeded

to the election of a president pro tempore.

Senator Bosshard stated that by request of Senator Scott he withdrew the name of Senator Scott.

The roll was called and the following senators voted for Senator Fairchild:

Senators Ackley, Baxter, Bennett, Bosshard, Bray, Burke, Culbertson, Cunningham, Everett, Glenn, Hanson, Huber, Martin, Monk, Perry, Potts, Richards, Scott, Skogmo, Stevens, Tomkins and Whitman-22.

The following senators voted for Senator Bichler:

Senators Albers, Barwig, Jennings, Kellogg, Mulberger, Rollmann, Staudenmayer and Weissleder-8.

Senator Bichler voted for Senator Albers.

Senator Arnold voted present.

Senator Fairchild was declared elected and the president appointed as a committee to escort the president pro tempore to the chair, Senators Scott and Bichler.

SENATOR FAIRCHILD ADDRESSED THE SENATE AS FOLLOWS:

Mr. President and members of the senate

I learn from the lieutenant-governor that it is in order for the president pro tem. to make a speech. My idea of a presiding officer is one who does not do anything except a little work with the gavel. Besides being deeply appreciative of the honor, I am somewhat embarrassed by the sudden developments-which are not so sudden after all. A great deal is expected of this body. While I do not feel like congratulating you particularly upon the first result that you have worked out, I do feel like felicitating ourselves upon the manner in which we proceeded to work it out, upon the deliberateness and the good nature with which this little problem was solved. There is in it, as I observe it, a strong determination in the minds and hearts of the senators to recognize the fact that from our prejudices, our training, our natural feelings and our judgments comes our opinion-and our opinion varies must necessarily vary, as those elements

And as

color the source from which our opinions come. we match our arguments with patience and deliberation, and with charity toward each other, to just such a degree will we reach results which will be creditable to us, beneficial to the state, and of consequence to the people. I thank you.

ELECTION OF CHIEF CLERK.

On motion of Senator Perry, the senate proceeded to the election of a chief clerk.

Senator Bennett presented the name of O. G. Munson. Senator Staudenmayer presented the name of Edwin C. Jones.

The roll was called and the following senators voted for O. G. Munson:

Senators Ackley, Baxter, Bennett, Bosshard, Bray, Burke, Culbertson, Cunningham, Everett, Fairchild, Glenn, Hanson, Huber, Martin, Monk, Perry, Potts, Richards, Scott, Skogmo, Stevens, Tomkins and Whitman-23.

The following senators voted for Edwin C. Jones:

Senators Albers, Barwig, Bichler, Jennings, Kellogg, Mulberger, Rollmann, Staudenmayer and Weissleder-9. Senator Arnold voted present.

O. G. Munson was declared elected and the president appointed Senators Bennett and Staudenmayer as a committee to escort the chief clerk elect to the bar of the senate where he subscribed to the oath of office which was administered by the president.

ELECTION OF SERGEANT-AT-ARMS.

On motion of Senator Burke the senate proceeded to the election of a sergeant-at-arms.

Senator Ackley presented the name of F. E. Andrews.

Senator Mulberger presented the name of Benj. Enders. The roll was called and the following senators voted for F. E. Andrews:

Senators Ackley, Baxter, Bennett, Bosshard, Bray, Burke, Culbertson, Cunningham, Everett, Fairchild, Glenn, Hanson, Huber, Martin, Monk, Perry, Potts, Richards, Scott, Skogmo, Stevens, Tomkins and Whitman. -23.

The following senators voted for Benj. Enders:

Senators Albers, Barwig, Bichler, Jennings, Kellogg, Mulberger, Rollmann, Staudenmayer and Weissleder-9. Senator Arnold voted present.

F. E. Andrews was declared elected and the president appointed Senators Ackley and Mulberger as a committee to escort the sergeant-at-arms elect to the bar of the senate, where he subscribed to the oath of office which was administered by the president.

RESOLUTIONS INTRODUCED.

Res. No. 1, S.

Resolved, That Senators Burke, Perry, and Albers be and are hereby constituted a special committee on committees to report to the senate nominations for the standing committees and the chairmen thereof as constituted by the rules of the senate of 1913, and that this committee designate the seats to be used by the members of the

senate.

Resolved, That a committee of three be appointed by the president to confer with the superintendent of public property, to ascertain what rooms in the building are available for use by the standing committees, make assignments thereof to the various standing committees, and report their action to the senate with all convenient speed. By Senator Burke.
