Resolved, That no Assembly bills will be considered in Committee of the Whole until they are printed,

Which on leave granted was considered now,

And the question being upon the adoption thereof,

It was disagreed to.

No. 10 A., A bill to amend an act entitled an act to incorporate the village of Waukesha in the county of Waukesha.

Was read the third time, passed, and the title thereof agreed to.

No. 23 A., To provide for the uniform election of county officers in certain counties.

Was read the third time.

And on motion of Mr. Wakeley referred to the committee on Judiciary.

On motion of Mr. Alban,

No. 40 A., a bill to change the time for assessing and collecting taxes in the counties of Marathon and Portage,

Was referred to the Committee on Town and County Organization with instructions to report on Monday next.

A message from the Assembly by its Chief Clerk:
Mr. PRESIDENT:-

The Assembly has passed

No 39 A, a bill to authorize the erection of a dam across the Milwaukee River in Milwaukee Co.

No. 60 A, a bill to establish a Ferry across Chippewa River.

No. 65 A, a bill to amend an act to amend Sec. 82 and 83 of Chap 64, of the Revised Statutes, approved April 17, 1852.

No. 70 A, a bill to authorize the laying out of a certain State road therein mentioned.

No. 71 A, a bill to provide for laying out a certain State road therein mentioned,

In which the concurrence of the Senate is requested.

The Assembly has also adopted the resolution of the Senate au

thorizing the printing of 400 copies of the report of the Board of Regents for the use of the Senate, and 600 copies for the use of the Assembly.

The said message was then taken up, and said bills Nos. 39, 60, 65, 84, 70 and 71, were severally read the first and second times. In committee of the whole for the consideration of

No. 8 (S), a bill to authorize the town of Beloit to aid in the construction of a certain Railroad.

No. 33 (S), a bill to appropriate to Donaldson & Tredway the sum therein named.

No. 6 (A), a bill to incorporate the Marine, Fire and Life Insurance Company of Wisconsin,

Mr. Sharpstein in the chair,

And after some time spent therein,

The committee arose, and by its chairman, reported back said bills Nos. 8 and 33 (S), without amendment, and said bill No. 6 (A), with amendment.

And said bills Nos. 8 and 33 (S), were ordered engrossed for a third reading.

And the amendment of the committee of the whole to said bill No. 6 (A), was concurred in, and said bill was ordered read the third time.

In committee of the whole for the consideration of

No. 13 (A), a bill to change the name of Lewis Frederic Dengel to Lewis Erederick Schneider.

No. 7 (Á), a bill to amend Section 15 of an act entitled "an act to incorporate the Sheboygan and Maysville Plank Road Company," approved Feb. 9, 1850.

No. 11 (A), a bill to incorporate Symphony College.

The committee arose, and by its chairman reported all of said

On motion of Mr. Reed,

Said bill No. 64 A, was referred to the committee on Incorpo

rations.

No. 72 A, to the committee on Roads and Bridges, and

No. 73 A, to the committee on Claims.

The President laid before the Senate the following Memorial: Which was read,

And on motion of Mr. Dunn, laid on the table.

To the Honorable, Senate and Assembly of Wisconsin:

The undersigned would respectfully represent, that at the Session of the Territorial Legislature of Wisconsin, held in January 1847, he was elected Public Printer, to hold his office for one year, and until his successor was elected and qualified, and that he gave bonds for the faithful performance of his duties; that an extra session of the Legislature was called in the Fall of 1847, at which a Constitutional convention was authorized to be, and was holden in December of the same year; that the undersigned believing himself under the law, printer of that body, prepared himself to do the work at considerable expense; that said convention immediately after convening adopted a resolution to let out their printing to the lowest bidder, and the firm of which the undersigned was one, believing it to belong to your petitioner by virtue of his election aforesaid, bid the whole work off at one cent.

The undersigned would further state, that he executed the printing of that body to the satisfaction and acceptation of all, and for a number of weeks employed a large force of workmen, and was at a heavy expense for labor and material, and at the close of said session, after an outlay at first cost for the public benefit of about one thousand dollars, he received an appropriation therefor of one cent, the evidence of which will be found in the Journal of the convention.

The undersigned further alleges that he has never drawn this appropriation, and never received any pay whatever for work done for that body, saving compensation for the Daily Slips, which amounted to a small sum, and was regarded as an extra charge. For

the amount of work done he would respectfully invite a reference to the Journal of that body and to his vouchers.

He would therefore respectfully submit to your honorable body, whether it is consistent with the honor and dignity of a great State, to take the labor and capital of its citizens, without making compensation therefor; and whether himself and associates ought not in equity and justice to be paid, having now laid out of the use of their capital for about five years?

The undersigned respectfully asks that this subject may be referred to a committee, and that he may have a hearing, in order that you may learn all the facts of the case, and to take such action as will do justice to the parties interested.
