Prayer by Rev. Mr. Thompson.

The reading of the Journal of yesterday was dispensed with.

Mr. Reed presented the accounts of N. J. Newton and A. F. Cady against the State.

Which were referred to the committee on State Affairs.

Also:

The accounts of Tibbitts & Gordon, J. C. Fairchild, Ezra L. Varney and J. Halpin, against the State,

Which were referred to the committee on Legislative Expendi

tures.

Mr. McLane presented the account of Henry D. Barron for printing Bank Law,

Which was referred to the committee on Printing.

Mr. Alban presented the petition of J. Bailey and fifty others, praying for the amendment of the Charter of 1850, authorizing Bailey & Marshall to build a Bridge across Wisconsin River,

Which was referred to the committee on Roads and Bridges. Mr. Whittlesey presented the petition of Ozro A. Thomas to extend the time for collection of taxes in the town of Dane,

Which was referred to the committee on State Affairs.

Mr. Alban presented the petition of Henry Jeffries and 83 others praying for the exclusive right to keep a ferry across the Wisconsin River,

Which was referred to the committee on Roads and Bridges. Mr. Briggs introduced the following resolution:

Resolved,―That the Chief Clerk be required to procure for the use of the members of the Senate, two hundred copies of the Transactions of the Agricultural Society of the State of Wisconsin for the year 1851, at a cost not exceeding one dollar per copy.

Mr. Pinkney introduced the following resolution:

Resolved, That the Senate Chamber be granted for the use of the Free Democratic State Convention, this afternoon and even

Mr. Pinckney moved that the rules be suspended and said resolution be considered now,

Which was decided in the affirmative;

And the ayes and noes having been called for,

Those who voted in the affirmative were,

Messrs. Alban, Allen, Bashford, Blair, Bovee, Briggs, Cary, Lewis, McLane, Miller, Pinckney, Prentice, Reed, Smith, Stewart and Wakeley.-16.

Those who voted in the negative were,

Messrs. Bowen, Hunter, Vittum and Whittlesey.-4.

And the question being upon the adoption of said resolution, It was decided in the affirmative;

And the ayes and noes having been called for,

Those who voted in the affirmative were,

Messrs. Alban, Allen, Bashford, Bovee, Briggs, Lewis, McLane, Miller, Pinkney, Prentice, Stewart, Wakeley and Wiel.-13. Those who voted in the negative were,

Messrs. Blair, Bowen, Cary, Hunter, Reed, Smith, Vittum and Whittlesey.-8.

Mr. Lewis, pursuant to previous notice, moved to amend the 22nd rule of the Senate by striking out the words "one hundred and fifty" and insert "two hundred and forty."

Which was agreed to.

Mr. Reed asked leave of absence for Mr. Pinkney, for two weeks, Which was granted.

Bills were introduced and read the first and second times as follows:

By Mr. Briggs,

No. 63 (S), a bill concerning actions at Law where two or more defendants are joined.

By Mr. Cary,

No. 64 (S) a bill to authorize the Trustees of the First Universa-list Society of Racine to execute a bond and mortgage.

By Mr. Vittum,

No. 65 (S) a bill for the relief of David Van Abstine.

Said bill No. 63 (S), was referred to committee on Judiciary. Said bill No. 65 (S), was referred to committee on Claims. Mr. Hunter moved to take up the following resolution from the table:

Resolved, That the Chief Clerk of the Senate be authorized to procure 200 copies of the Township Map of Wisconsin, by J. W. Hunt, for the use of the Senate, at a cost not exceeding 25 cts. per copy.

Which was agreed to.

The question being upon the adoption of the following proviso, yesterday offered by Mr. Smith:

Provided, That the amount paid for the same shall be deducted from the per diem of the Senators.

And the question having been put,

It was disagreed to.

The question recurring upon the adoption of the resolution, and having been put,

It was decided in the affirmative.

And the ayes and noes having been called for,

Those who voted in the affirmative were,

Messrs. Allen, Blair, Bovee, Bowen, Hunter, McLane, Miller, Reed, Vittum, Wakeley, Whittlesey and Wiel.-12.

Those who voted in the negative were,

Messrs. Alban, Bashford, Briggs, Cary, Lewis, Pinkney, Prentice, Smith and Stewart.-9.

Mr. Alban, from the commtttee on Legislative Expenditures, reported bills which were read the first and second times, as follows:

No. 66 (S), a bill to appropriate to Wright & Tenney the sum therein named.

No. 67 (S), a bill to appropriate to C. S. Abbott the sum therein named.

No. 68 (S), a bill to appropriate to A. F. Spafford the sum therein named.

Mr. Hunter, from the committee on Internal Improvements, reported back to the Senate,

No. 8 (S), a bill to authorize the town of Beloit to aid in the construction of a certain Railroad,

Without amendment..

Mr. Stewart, from the committee on Engrossed Bills, reported as correctly engrossed,

No. 3 (S), a bill to authorize the Racine, Janesville and Mississippi Railroad Company to build their Railroad in divisions and to connect with certain other Railroads; and

No. 10 (S), a bill to authorize the city of Racine to aid in the construction of certain Railroads.

Mr. Alban, from the committee on Legislative Expenses, reported the following bills, which were severally read the first and second times:

No. 69(S), A bill to appropriate to N. S. Emmons the sum therein

named.

No. 70 (S), a bill to appropriate to Turton & Sercomb the sum therein named, and

No. 71 (S), a bill to appropriate to Geo. Memhard the sum therein named.

J. R. No. 2 (A), a joint resolution concerning the Menomonee tribe of Indians,

Was read the third time, passed, and the title thereof agreed to. No. 17 (A), a bill to amend an act entitled "an act to incorporate the Neenah and Manitowoc Plank Road Company."

Was read the third time, passed, and the title thereof agreed to. No. 40 (A), a bill to change the time for assessing and collecting taxes in the counties of Marathon and Portage,

Was read the third time, and

On motion of Mr. Smith, said bill was laid on the table for one day.

No. 3 (S) a bill to authorize the Racine, Janesville and Mississippi Railroad Company to build their Railroad in divisions, and to connect with certain other Railroads,

Was read the third time, passed, and the title thereof agreed to. No. 10 (S), a bill to authorize the city of Racine to aid in the construction of certain Railroads,

Was read the third time, passed, and the title thereof agreed to. No. 23 (A) a bill to provide for the uniform election of County officers in certain counties,

Was ordered to be read the third time.

On motion of Mr. Reed,

J. R. No. 2, S., A Joint Resolution rescinding the instructions of our Senators and Representatives in Congress, contained in the resolutions of 1849,

Was postponed two weeks.

On motion of Mr. Alban,

No. 13, S., A bill to declare big Plover River a Public high

way,

Was referred to the committee on Internal Improvements, with instructions to report on Tuesday next.

In committee of the whole for the consideration of

No. 28, S., A bill to authorize the Racine and Raymond Plank Road Company to re-locate the route of its Road, or some part

thereof.

Also, No. 15, S., A bill for the preservation of game.

And No. 14, S., A bill to authorize the city of Milwaukee to construct a canal from the Milwaukee River to River St. in the fifth ward of said city, and to levy a special tax to pay for the

same.

Mr. Smith in the chair,

And after some time spent therein,

The committee arose and reported back to the Senate said bill No. 28 S.,
