ing, to receive such paper in payment of debts and on deposite; and intimations clearly given that all regularly authorized banks, which refuse to accede to said propositions must be prepared to redeem their circulation daily. Your committee are therefore of the opinion that if some action is not taken on the subject by this legislature, that no legally authorized banking institution can do business in this State, not only on account of the direct hostility of those engaged in the issue of a shin plaster currency, but also because such a currency is much cheaper than the currency proposed to be created under our general banking law. The currency now in use in this State, especially in the Eastern, Northern and Central portions of it, is of the worst possible character, mostly unauthorized issues from other States, in some cases purporting to be redeemable only in other bank bills, at distant points, and really the whole of it without any security whatever to the bill holders. Those issuing it are subject to no expense except in procuring their notes to be engraved and are entirely exempt from taxation by our authorities, while the duti es, obligations and restrictions imposed by our general bank law, for the security of the bill holder and the support of government, will prove an onerous burthen upon those doing business under its provisions if other individuals or institutions, not subject to those provisions, are allowed to compete with them for the business of the State. As gold and silver are expelled from the channels and circulation by the introduction of paper, so in like manner will a cheaper paper currency expel one of greater value, if allowed to circulate freely in the same community, and if we permit unauthorized bank paper to be used in this State and be received by our banks, it will in a short time absorb all the channels and circulation to the exclusion, not only of gold and silver, but also of the bank paper authorized by our law. We shall thus be deprived not only of a sound, safe and secure circulation, but the State will be deprived of a large revenue which it would otherwise receive in taxes from the banks. Your Committee are therefore of opinion that the only safe and effectual way of purging the State of illegal banks, and the spurious currency with which we are now flooded, is to entirely prohibit its circulation by adequate and severe penalties. Such a law, in order to be just, must be general, and apply not only to banks, and individual bankers, but to the whole community. Your committee, therefore, ask leave to introduce the accompanying bill, and recommend its passage. Respectfully submitted, JOHN W. CARY.
