Message from the Governor by his private Secretary, H. S. Or ton, Esq., To the Senate: EXECUTIVE DEPARTMENT, } By virtue of the first section of the "act to authorize the business of banking," Approved April 19, 1852, I appointed on the 20th day of November last, James S. Baker, Esq., to the office of Bank Comptroller. I now most respectfully ask the consent of the Senate to said appointment. LEONARD J. FARWELL. Mr. Hunter presented the account of John Mitchel against the State. Which was referred to the Committee on Printing. Mr. Whittlesey introduced the following resolution: Resolved, By the Senate, that the appointment by the Governor of James S. Baker to the Office of Bank Comptroller be and the same is hereby confirmed, Which was adopted, None voted in the negative. On motion of Mr. Briggs the Senate adjourned. ༞ ་་ Prayer by Rev. Mr. Miller. SATURDAY, January 22, 1853. The reading of the Journal of yesterday was dispensed with. Mr. Alban asked leave of absence for Mr. Pinkney until Monday. Which was granted. The following resolution introduced by Mr. Smith was taken up and adopted: Resolved, That a select committee of three be appointed to consider the propriety of adopting some plan, for founding a State Asylum for the insane and to report by bill or otherwise. Messrs. Smith, Bashford and McLane were appointed said committee. Mr. McLane moved to take up the motion of yesterday to reconsider the vote by which the following resolution was non-concurred in. Resolved, By the Senate, the Assembly concurring, that the State Printer be, and hereby is authorized, to print five thousand copies of the General Banking Law of this State, in pamphlet form, to be distributed under the direction of the Bank Comptroller. to. Which was agreed to. And the motion to reconsider said resolution was then agreed The question being upon its adoption, Mr. Wakeley moved that the said resolution be referred to the committee on printing with instructions to report on Monday morning. Which was agreed to. Bills were introduced and read the first and second times as follows: By Mr. Hunter, No. 39 (S), A bill to authorize the School Commisioners to loan a certain sum of money. By Mr. Wakeley, No. 40 (S), A bill to incorporate the Cemetery Association of Whitewater. By Mr. Alban, No. 41 (S), A bill to appropriate money to pay the mileage of the members of the Legislature. By Mr. Bovee, from the committee on town and county organization, No. 42 (S), A bill to locate the county seat of Chippewa county. Said bill No. 39 (S), was referred to the committee on Educa tion, School and University Lands. Said bill No. 40 (S), was refered to the committee on Incorpo rations. Mr. Alban moved that all rules be suspended, and said bill No. 41 (S), be put upon its passage now, Which was disagreed to. On motion of Mr. Alban, the printing thereof was dispensed with. Accompanying said bill No. 42 (S), Mr. Bovee, from the committee on town and county organization, submitted the following report; The Committee on town and county organization to whom was referred the petition of S. E. Murphy and others asking for the location of the county seat of Chippewa Falls on the north side of Chippewa River, have had the same under consideration, and would respectfully submit: That on examination they find that the county seat was at one time located at said place by commissioners appointed for that pur pose, but that all record of the same has been lost or destroyed, and a majority of said Commissioners are now residents of said county at this time. As no remonstrance to said petition has been presented and it being the unanimous wish of the Representatives from that section of the State that said county seat should be so located, the F committee deem it advisable to grant the prayer of the petitioners and for that purpose would recommend the passage of the accompanying bill. All of which is respectfully submitted MARVIN H. BOVEE, Ch'n. Mr. Wiel presented the account of Joseph A. Subhaler and Patrick Walsh against the State. Which was referred to the Committee on Claims. Mr. Miller, from the Committee on printing, to whom was referred the following Resolution: Resolved, That the Chief Clerk be instructed to procure for the use of the Senate, 1000 copies of the Wisconsin Banner, and 500 copies of the Sheboygan Republicaner, containing the Reports of the several State Officers, in the German language. Also 500 copies of the Nieuwsbode, containing the same documents, in the Holland language. Also, 500 copies of the Emigranten, and 100 copies of the Norwegian paper, published at Racine, containing the same documents, in the Norwegian language. Also, 300 copies of the same documents, printed in the Welch language. Submitted the following report: The Committee on Printing to whom was referred the resolution pertaining to the Printing of State Documents in foreign languages, respectfully report the following as a substitute for said resolution. Resolved, That the Chief Clerk be, and he hereby is, instructed to procure for the use of the Senate, 1500 copies of the "Wisconsin Banner," containing the reports of the Secretary of State and the Superintendent of Public Instruction, in the German language. : Also, 300 copies of the "Emigranten," and 300 copies of the Norwegian paper published at Racine, containing the same documents, in the Norwegian language. Which report was adopted. Mr. Hunter, from the Committee on Internal Improvements, to whom was referred No. 1 (S) A memorial to the Post Office Department, in relation to the increase of service on mail route No. 4575, Reported the same back to the Senate without amendment, and recommended its passage. Mr. Wakeley, from the Select Committee, to whom was referred No. 36 (S), A Bill to extend the time for the collection of taxes in the city of Fond du Lac, Reported the same back to the Senate without amendment, and recommended that it be laid upon the table. Which report was adopted. A message from the Assembly, by its Chief Clerk: MR. PRESIDENT,— The Assembly have passed No. 2 (A) A bill to amend an act to incorporate the Sheboygan and Mississippi Railroad Company, approved March 5, 1852. No. 10 (A), A Bill to amend an act entitled "An act to Incorporate the village of Waukesha, in the county of Waukesha." No. 12 (A), A Bill to amend §16, of an act to incorporate the Port Washington and Newberg Plank and Turnpike Company, approved April 19, 1852. No. 17 (A) A bill to amend an act entitled an act to incorporate the Neenah and Manitowoc Plank Road Company, and No. 23 (A) A bill to provide for the uniform election of County Officers in certain counties. In all which the concurrence of the Senate is requested. Said Message was then taken up, and said bills Nos. 2, 10, 12, 17 and 23 (A) were severally read the 1st and 2d times. The Senate then resolved itself into committee of the whole for the consideration of No. 20 (A), A bill to authorize the trustees of the Village of Waukesha to raise money by a tax. |
