Reported the same back to the Senate without amendment, and recommended its passage.

Mr. Duun from the committee on the Judiciary to whom had been referred,

No. 17 (S), A bill to allow appeals to be taken from the decision of the Register of the State Land Office.

Reported the same back to the Senate with the following amend

ments:

Amend by striking out of Section 1, the words "Office of said Register" is located in lines 13 and 14, and inserting the words "land lies,"

Also by striking out in Section 5, 4th line, the word "and" and inserting the word “or."

Also by inserting a new section between sections six and seven as the sections are now numbered as follows:

"The cases provided for in this act may be removed to the Supreme Court by appeal or writ of error as in other cases, and the said Court shall on the hearing of any such cause by order affirm or reverse the order of the court below"

Also amend section seven by inserting the words "either of" between the words "in" and "the" in the second line, also by striking out the word "said" in the 4th line, and inserting the word "proper," also by striking out the word "section" and inserting the word "sections " in the 3d line.

Mr. Lewis moved that the rules be suspended for the consideration of the report and the bill now.

Which was agreed to.

The report of the committee was then adopted, and the bill as amended was then ordered to be engrossed and read a third time. No. 2 (S), was read a third time,

And the question being upon the passage thereof,
On motion of Mr. Blair it was laid upon the table.
No. 3 (S), was read a third time,

And the question being upon the passage thereof,

On motion of Mr. Dunn it was laid upon the table and made

the special order for to-morrow.

THURSDAY, January 20, 1853.

Prayer by the Rev. Mr. Miller.

The reading of the Journal of yesterday was dispensed with. Mr. Blair presented,

The petition of John H. Ehlers and others for the right to build a bridge across the Milwaukee river in the town of Mequon Washington county.

Which was referred to the Committee on Roads and Bridges. Mr. Whittlesey introduced

No. 31 (S), A bill to limit the rate of interest and to repeal certain acts therein named,

Which was read the first and second times and referred to the Committee on Judiciary.

Mr. Blair introduced

No. 32 (S). A bill to authorise certain towns, counties, cities and villages to loan their credit to aid in the construction of the Green Bay, Milwaukee and Chicago Railroad Company.

Which was read the first and second times and referred to the

Committee on Judiciary.

And the question being on the passage of

No. 3 (S), A bill to authorise the Racine, Janesville, and Mississippi Railroad Company to build their Railroad in divisions,and to connect with certain other Railroads.

On motion of Mr. Dunn,

It was made the special order for to-morrow.

Mr. Stewart, from the committee on Engrossed bills reported as correctly Engrossed.

No. 17 (S) A bill to allow appeals to be taken from the decisions of the Register of the State Land Office.

The Senate then Resolved itself into Committee of the whole, for the consideration of

No. 18 (S), A bill to authorise the Secretary of State to audit certain accounts, and to provide for the payment thereof.

Mr. Alban in the chair,

And after some time spent therein,

The committee rose and by its chairman reported said bill back to the Senate without amendment and recommended its passage.

The said bill was ordered to be engrossed and read a third time No. 17 (S), was read a third time, passed and the title thereof agreed to.

Mr. Alban from the committee on Legislative expenditures reported,

No. 33 (S), A bill to appropriate to Donaldson & Treadway the sum therein named,

Which was read the first and second times.

The Journal of yesterday was read and approved.

Mr. Hunter presented the account of S. M. Booth against the State.

Which was referred to the Committee on Printing.

Mr. Stewart presented the following resolution:

Resolved, That a select committee of three be appointed to consider the propriety of adopting some plan for providing a State Assylum for the insane, and to report by bill or otherwise.

No. 34 (S), A bill to amend two acts authorizing the construction of draw bridges across the portage canal, approved April 16th and 17th 1852.

No. 36 (S), A bill to extend the time for collecting taxes in the city of Fond du Lac.

By Mr. Hunter,

No. 37 (S), A bill to incorporate Milwaukee, West Bend, Oshkosh and Menasha Railroad Company.

By Mr. Miller, from the Committee on Printing,

No. 38 (S), A bill to appropriate to W. E. Cramer the sum of money therein named.

Said bill No. 34 (S), Was referred to the Committee on roads and bridges.

Said bill No. 35 (S), Was referred to Committee on Incorporations, and the printing dispensed with.

Said bill No. 36 (S), Was referred to a select Committee of

three, consisting of Messrs. Pinkney, Wakeley and Lewis and the printing thereof dispensed with.

Said bill No. 37 (S), Was referred to the Committee on Incorporations.

Mr. Lewis gave notice that he should on to-morrow or some future day move to amend the rules by striking out the word "one" in the first line of the 42d rule and insert the word "two" in its place.

I am directed to inform you that the Assembly has concurred in the passage of
