No. 16 (S.) A bill to extend the time for the collection of taxes in the city of Milwaukee.

A Message from the Assembly by its Chief Clerk.

Mr. PRESIDENT:

The Assembly have adopted the resolution of the Senate directing the Librarian to furnish the members of the Legislature with copies of the Laws and Journals.

Mr. Sharpstein, from the committee on Incorporations, to whom the same had been referred, reported back to the Senate,

No. 3 (S.) A bill to authorize the Racine, Janesville and Mississippi Railroad Company to build their Railroad in divisions and connect with certain other roads

Without amendment and recommended its passage.

Mr. Miller from the committee on printing, to whom had been referred the resolution and amendments pertaining to the publication of the Governor's Message, submitted the following report:

The Committee on Public Printing to whom was referred the resolution and amendment pertaining to the publication of the Governor's Message, would respectfully report:

That they recommend that the Chief Clerk be instructed to procure, in wrappers, 1000 copies of the "Wisconsin Banner," containing the Governor's Message, in the German language, for the use of the Senate, at a cost not exceeding 10 cents per copy.

Also, 500 copies of the "Republicano," published at Sheboygan, containing the same document, in the same language, and at the

same cost.

Also, 500 copies of the "Nieuwsbode," containing the same document, in the Holland language, and at the same cost.

Also, 1500 copies of the "Emigranten," and 100 copies of the Norwegian paper published at Racine, containing the same document, in the Norwegian language, and at the same cost.

Also, 300 copies of the same document, in pamphlet form, printed in the Welch language, at 10 cents per copy, and the cost of translation not to exceed 10 dollars.

Which was adopted.

Mr. Hunter moved that the rules be suspended, and that

Be put upon its passage now,

Which was disagreed to.

The Senate then resolved itself into committee of the whole for

the consideration of the file of bills.

After some time spent therein,

The committee arose and reported back to the Senate.

No. 2 (S), A Bill to extend the time to collect taxes in the town of Port Washington

Without amendment, and

No. 3 (S), A Bill to authorise the Racine, Janesville and Mississippi Railroad Company to build their Railroad in Divisions, and to connect with certain other railroads,

Without amendment, and

No. 4 (S), A Bill to incorporate the Menomonee Locomotive Manufacturing Company

With an amendment, which was concurred in,

Said Bills No. 3 and 4 (S), were severally ordered to be engrossed and read a third time.

And the question upon the engrossment of said Bill No. 2 (S), having been put,

It was decided in the affirmative,

And the ayes and noes having been called for,

Those who voted in the affirmative were:

Messrs. Allen, Bashford, Blair, Bovee, Briggs, Carey, Dunn, Hunter, McLane, Miller, Pinkney, Smith, Vittum and Wiel.-14. And those who voted in the negative were:

Messss. Alban, Bowen, Lewis, Prentice, Reed, Sharpstein, Squires, Stewart, Sterling and Wakeley.—10.

The Senate then resolved itself into committee of the whole for the consideration of

No. 6 (S), A Bill to amend the Charter of the Beloit and Madison Railroad Company,

Mr. Squires in the chair.

And after some time spent therein,

The committee rose and by their Chairman

Reported back to the Senate No. 6 (S), and recommended its reference to the committee on Incorporations,

And the question being upon the adoption of the report of the committee of the whole,

Mr. Briggs moved a call of the Senate,

Which was had.

Mr. Whittlesey was reported absent,

And the Sergeant-at-arms was despatched for the absentee.

On motion of Mr. Briggs, further proceedings under the call were dispensed with,

And the question recurring upon the adoption of the report, and having been put,

It was decided in the negative;

And the ayes and noes having been called for,

Those who voted in the affirmative were:

Messrs. Bovee, Bowen, Dunn, Hunter, Lewis, McLane, Miller, Reed, Sharpstein, Smith, Squires and Wakeley.-12.

And those who voted in the negative were:

Messrs. Alban, Allen, Bashford, Blair, Briggs, Cary, Pinkney, Prentice, Stewart, Sterling, Vittum and Wiel.-12.

On motion of Mr. Dunn, the said bill was laid upon the table. On motion of Mr. Squires, the Senate adjourned.

TUESDAY, January 18, 1853.

The reading of the Journal of yesterday was dispensed with. Mr. Briggs introduced the following resolution, which was adopted:

Resolved, That the State Printer be required to print for the use of the Senate, 2500 extra copies of the general reports of the Executive and State Departments.

Mr. Blair presented the account of Alfred Main against the State,

Which was referred to the committee on Claims.

Mr. Allen presented the account of S. Patridge against the State, Which was referred to the committee on Claims.

Mr. Miller presented the account of John A. Brown against the State,

Which was referred to the committee on Claims.

Mr. Allen presented the

Petition of S. E. Murphy and others, to locate County Seat of Chippewa County at Chippewa Falls, on the north side of the river,

Which was referred to committee on Town and County Organizations.

Mr. Wiel presented the following resolution, which was adopted: Resolved, That the Chief Clerk be instructed to procure for the use of the Senate, 1000 copies of the Wisconsin Banner, and 500 copies of the Sheboygan Republicaner, containing the Reports of the several State Officers, in the German language.

Also 500 copies of the Nieuwsbode, containing the same documents, in the Holland language.

Also, 500 copies of the Emigranten, and 100 copies of the Norwegian paper, published at Racine, containing the same documents, in the Norwegian language.

Also, 300 copies of the same documents, printed in the Welch language.

Mr. Alban offered the following resolution, which was non-concurred in:

Resolved,-By the Senate, the Assembly concurring, that the State Printer be, and hereby is, authorised to print five thousand copies of the General Banking Law of this State, in pamphlet form, to be distributed under the direction of the Bank Comptroller.

The following resolution, introduced yesterday by Mr. Wakeley, was then taken up for consideration:
