The committee to whom was referred the several remonstrances of citizens of Milwaukee against the election of City Comptroller by the people, have had the matter under consideration and respect, fully report, That in their judgment the reasons set forth in said remonstrances are insufficient to satisfy them that it is the best policy to leave the power of electing the aforesaid officer in the Common Council. The reason urged in the remonstrance that." by the present city charter the election of that officer is given to the Common Council," would apply as well in preventing the extension of the elective franchise in all cases where it was limited by law, and the fact that three of the Aldermen of the city of Milwaukee have in their character, as such, signed the remonstrance, is, a significant indication of the necessity of having the comptroller elected by the people. Your committee are of the opinion that there is no more danger of the election of an incompotent or untrustworthy person by the people, than there is of the Common Council electing one who would betray the interests committed to his charge, and

we believe that all officers which are created by the people, should be filled by them immediately, and not by others representing them. Your committee respectfully recommend the passage of the bill now before the Senate, providing for the election of said officer by the people.
