No. 63 A., A bill to repeal an act entitled an act in reference to appeals from Justice Courts, approved April 16, 1852.

No. 86 A., A bill authorizing the County of Brown to issue. bonds for the purpose therein named.

Mr. Bashford in the chair,

And after sometime spent therein,

The Committee arose and reported back to the Senate both of said bills,

Without amendment,

Said bill No. 86 A., was ordered to be read the third time,

And the question being upon ordering said bill No. 63 A., to be engrossed,

Mr. Sharpstein moved to amend said bill by striking out the words "provided that no proceeding by appeal commenced, under the act hereby repealed, shall be affected by this repeal,”

Pending which motion,

Mr. Cary moved that said bill be recommitted to the Judiciary Committee.

Which was disagreed to,

And the ayes and noes having been called for,

Those who voted in the affirmative were

Messrs. Bashford, Briggs, Cary, Hunter, Miller, Pinkney, Reed, and Vittum.-8.

Those who voted in the negative were,

Messrs. Alban, Allen, Blair, Bovee, Bowen, Lewis, Sharpstein, Smith, Wakeley, Whittlesey and Wiel.-12.

And the question recurring upon Mr. Sharpstein's motion to amend,

No. 99 S., A bill authorizing the Commissioners of School and University lands to make a certain remittance on the contract with Ira S. Shue.

Said bill No. 98 S., was referred to the committee on Judiciary. Said bill No. 99 S., was referred to the committee on Education, School and University lands,

In connection with said bill No. 99 S., Mr. Briggs presented the petition of Bennett Wooster upon the same subject which was also referred to the committee on Education, School and University lands.

On motion of Mr. Dunn,

The memorial of H. A. Tenney was taken up.

And, on motion of Mr. Briggs,

Said memorial was referred to a select committee of three, consisting of Messrs. Briggs, Wakeley and Dunn.

No. 82 A., A bill to incorporate the Berlin and Watertown Rail Road Co.

No. 83 A., A bill to authorize the collection of a delinquent tax in the town of Neenah, County of Winnebago,

No. 87 A., A bill to provide for the removal of the County seat of Waupacca County.

No. 102 A., A bill to divide the County of La Crosse, create the county of Black River, and

No. 119 A. A bill to appropriate to the members of the Legislature a certain sum of money as mileage.

In which the concurrence of the Senate is requested.

Said bills were severally read the first and second times.

Said bill No. 82 A., was referred to the Committee on Incorpo

rations.

Said bill No. 102 A., was referred to the Committee on Town and County Organization.

Mr. Reed moved that the rules be suspended, and that said bill No. 119 A., be put upon its passage now,

Which was agreed to.

The question being upon the passage of said bill,

And the ayes and noes being required,

Those who voted in the affirmative were,

Mr. Wakeley voted in the negative.

Prayer by the Rev. Mr. Miller.

The reading of the Journal of yesterday was dispensed with. Mr. Reed presented the Remonstrance of E. C. Kellogg and 21 others, against the election of City Comptroller by the people. Also,

The Remonstrance of S. II. Martin, A. H. Johnston and John Hickey, Aldermen of the 3d, 4th and 5th wards against the election of City Comptroller by the people,

Which was referred to the Milwaukee Delegation.

Mr. Hunter presented the petition of D. Mapie and eleven oth

ers.

Which was referred to a select committee of three, consisting of Messrs. Hunter, Reed and Allen.

Mr. Miller presented the petition of the County Board of Supervisors of Rock County, for the passage of an act to authorize them to purchase a farm for the support of paupers.

Which was referred to the Committee on Town and County organization.

Also,

Petition of the same for the passage of an act to authorize the Register of Deeds of Rock County to transcribe certain records. Which was referred to the Committee on the Judiciary.

Also,

Petition of the same for the passage of an act providing that certain moneys, annually due to the State, may be paid to County Treasurers and by them to the State.

Which was referred to the Committee on Education, School and University Lands.

Mr. Cary presented the petition of Amasa Mowry and twentythree others for a change of Law in relation to paying interest on School Fund.

Which was referred to the Committee on Education, School and University Lands.

Mr. Briggs presented the petition of Harson Northrop and sundry others for a law in relation to mortgages.

Which was referred to the Committee on Judiciary.

Mr. Vittum presented the account of McLaughlin against the State.

Mr. Cary introduced the following resolution:

Resolved, That the State Printer be, and hereby is authorized to print three thousand copies of the General Banking Law in pamphlet form, to be distributed 1000 to the Senate and the balance under the direction of the Bank Comptroller.
