The legislature adjourned April 8, 1893. Where there is no emergency clause in any of these acts, by force of Sec. 24, Art. III, of the constitution, they could not take effect at all until August 1, 1893, three calendar months after the adjournment of the legislature. The arrangement of the general laws is based upon the arrangement of the Compiled Statutes of 1889. The marginal notes refer to both the Consolidated Statutes of 1891 and the Compiled Statutes of 1891.
