The auditor of public accounts is hereby authorized and required, upon presentation of the proper vouchers, to draw his warrant on the state funds, and against the appropriation as made in section one (1) of this act in favor of the party performing the service, for the amount due; and such warrant shall give the name of the person and nature of the service.
