CHAPTER 19.

AN ACT to amend Section 1082, Revised Statutes for 1913, relating to discontinuance of supervisor districts, and to repeal said original section.

Be it Enacted by the People of the State of Nebraska:

Section 1. Amendment.--That Section 1082, Revised Statutes for 1913, is hereby amended to read as follows:

1082 Sec. 271. Counties-township organization - discontinuance-districts.-When the township supervisor system shall cease in any county under township organization, as provided by law, said county shall be divided by the county board into five supervisor districts, as nearly equal as may be in population, one of which districts shall include only the corporate limits of the county seat and the remainder of the county shall be divided into four districts, one of which shall be the northeastern quarter of the county, another the northwestern quarter of the county, another the southwestern quarter of the county and the other the southeastern quarter of the county.

Sec. 2. Repeal. That said original section 1082, Revised Statutes for for 1913, is hereby repealed.

AN ACT to amend Sections 1088, 1090 and 1091, Revised Statutes of 1913, and to repeal said original sections, and to declare an emergency.

Be it Enacted by the People of the State of Nebraska:

Section 1. Amendment.-That Section 1088, Revised Statutes of 1913, is hereby amended to read as follows:

1088 Sec. 277. Counties In all counties where the cost of furnishing the officers with books, blanks and stationery shall exceed the sum of two hundred dollars per year, the supplies for such purposes shall be let in separate contracts to the lowest competent bidder, if any bids are filed, who shall give bond for the faithful performance of his contract, with at least two good and sufficient sureties, residents of the state. The bond required by this section shall be approved by the county board, and the sureties therein shall justify in the same manner as sureties on official bonds.

Sec. 2. Amendment.-That Section 1090, Revised Statutes of 1913, is hereby amended to read as follows:

1090 Sec. 279. Same-award of contract. The county board shall at their first meeting in January in each year, open said bids and award the contracts for the furnishing of all books, blanks and stationery as may be required by county officers to the lowest bidder competent under the provisions of this subdivision, and who complies with all its provisions: Provided; the county board may reject any or all bids. But in the event no bids are filed or in the event all bids filed are rejected, then the county board may go into the open market and purchase all such books, blanks and stationery as may be required by county officers for the ensuing year.

Sec. 3. Amendment.-That Section 1091, Revised Statutes of Nebraska for 1913, is hereby amended to read as follows:

1091 Sec. 280. Supplies account how paid. The accounts for books, blanks, and stationery furnished under said. contract shall be audited and paid as other accounts against the county, and no county board or other county officer shall procure any such books, blanks, and stationery from any person other than the contractor or his assignee, during the existence of such contract, and no account therefor shall be paid by the county, but if the books, blanks and stationery are purchased on the open market, then the account shall be audited and paid as other accounts against the county.

Sec. 4.

Repeal.-That Sections 1088, 1090 and 1091 of the Revised Statutes of Nebraska for the year 1913 are hereby repealed.

Sec. 5. Emergency. Whereas, an emergency exists, this act shall be in force from and after its passage and approval according to law.

CHAPTER 21.

AN ACT to amend Section 1115, Revised Statutes of Nebraska for 1913, relating to the licensing of Pool or Billiard halls or bowling alleys, to provide a penalty for violation thereof and to repeal said original section.

Be it Enacted by the People of the State of Nebraska:

Section 1. Amendment. That Section 1115, Revised Statutes of Nebraska for 1913 be hereby amended to read as follows:

1115 Sec. 304. License to pool hall by county board— penalty. No person hereafter shall conduct or operate any pool or billiard hall or bowling alley outside the limits of any incorporated city or village without having first obtained a license from the county board of the county in which the same is to be operated. Any person, corporation or association violating the provisions of this section shall upon conviction thereof be punishable by a fine of not less than ten dollars nor more than fifty dollars for each offense. Every day in which the pool or billiard hall or bowling alley shall be operated without said license shall constitute a new offense.

Sec. 2. That said original Section 1115, Revised Statutes of Nebraska for 1913 is hereby repealed.

AN ACT to amend Sections 1154 and 1157 of the Revised Statutes of Nebraska for the year of 1913, relating to compensation of employees in the office of the reporter and clerk of the Supreme Court and of clerks of judges of the Supreme Court, and to repeal said original Sections.

Be it Enacted by the People of the State of Nebraska:

Section 1. Amendment.-That Section 1154 of the Revised Statutes of Nebraska for 1913 is hereby amended to read as follows:

1154 Salary of clerk of supreme court and assistants.The reporter and clerk of the Supreme Court shall appoint and he is hereby authorized and empowered to appoint, the following named employees: A deputy reporter, an assistant reporter, a second assistant reporter, a deputy clerk, two assistant clerks, a deputy librarian, and a stenographer. The salaries of said appointees shall be paid out of the general fund monthly, and said salaries shall be as follows: The deputy reporter, two thousand five hundred dollars per annum; the assistant reporter, one thousand two hundred dollars per annum; the second assistant reporter, one thousand two hundred dollars per annum; the deputy clerk, two thousand five hundred dollars per annum ; two assistant clerks, each one thousand two hundred dollars per annum; the deputy librarian, one thousand two hundred dollars per annum; the assistant librarian, one thousand one hundred dollars per annum; the stenographer, one thousand dollars per annum; Provided, if said clerk shall find it necessary to procure additional clerical help in preparing transcripts for use in the Supreme Court of the United States, he is authorized to pay for such additional help out of the fees collected for preparing such transcripts, taking proper receipts therefor, and shall account for the balance of such fees as hereinbefore provided.

Sec. 2. Amendment. That Section 1157 of the Revised Statutes of Nebraska for 1913 is hereby amended to read as follows:

1157 Salary clerks of supreme judges. Such stenographer or clerk shall receive compensation at the rate of one thousand

two hundred dollars per year, payable from the treasury, out of the general fund.

Sec. 3. Repeal. That original Sections 1154 and 1157 of the Revised Statutes of Nebraska for 1913 are hereby repealed. Approved, April 7, 1917.

CHAPTER 23.

An Act to amend Section 1194, Revised Statutes of 1913, relating to Clerks of Court, and to repeal said original section.

Be it Enacted by the People of the State of Nebraska:

Section 1. Amendment. That Section 1194, Revised Statutes of 1913, is hereby amended to read as follows:

1194 Sec. 67. Clerk of supreme court-assistants-salaries. -The clerk of the supreme court, and of the several district courts in this state shall have power to appoint deputies; and deputies of the district clerks shall be residents of the counties in and for which they act. Such deputies shall be sworn faithfully to perform the duties of their office before they enter upon those duties: Provided, in all counties in the State of Nebraska having over thirty thousand and less than sixty thousand inhabitants, the clerk of the district court shall be supplied by the county board with a deputy or first assistant for the use of such office, whose salary shall be twelve hundred dollars per annum, to be paid monthly out of the general fund of the county, and in counties of 60,000 inhabitants and over, and not more than 100,000 inhabitants the clerk of the court shall appoint one chief deputy whose salary shall be $2200 per annum. And the county board shall furnish such additional help for the use of such office as may be by them found necessary. The salaries of such additional help shall be fixed, allowed and paid monthly by such county board out of the general fund of the county; and provided further, in counties having over one hundred thousand inhabitants, the clerk of the district court shall appoint one
