AN ACT appropriating the sum of Three Hundred Forty-six and 14-100 ($346.14) Dollars to the heirs of Robert W. Scott, for reimbursement for money paid by Robert W. Scott to the Soldiers' Home of the State of Nebraska.

Preamble WHEREAS, one Robert W. Scott was an inmate of the Soldiers' Home of the State of Nebraska, located at Milford, Nebraska, and died there in the year 1911, and the said Soldiers' Home received from the said Robert W. Scott the sum of $346.14, which amount was used in connection with and for the said Soldiers' Home after the death of the said Robert W. Scott, and

WHEREAS, the said sum of $346.14 has never been paid to the heirs of the said Robert W. Scott, or anyone else, and the State of Nebraska has received the benefit therefrom, therefore Be it Enacted by the People of the State of Nebraska:

Section 1. Relief of Robt. Scott-appropriation.-That there is hereby appropriated out of the general fund of the State of Nebraska the sum of $346.14 for the reimbursement for the money received by the Soldiers' Home of the State of Nebraska from the said Robert W. Scott, as aforesaid.

Sec. 2. Same.-Said sum of $346.14 appropriated as aforesaid shall be accepted by the heirs of the said Robert W. Scott in full settlement for the money received by the Soldiers' Home of the State of Nebraska, as aforesaid, and that the Auditor of Public Accounts of the State of Nebraska is hereby authorized to draw a warrant for the sum of $346.14 upon the general fund of the State of Nebraska, payable to the order of the county judge of Seward County, Nebraska, for the benefit of the heirs of the said Robert W. Scott.

Sec. 3. Emergency. Whereas, an emergency exists, this act shall take effect and be in force from and after its passage and approval.

AN ACT to appropriate the sum of $2,000 for the relief of Lettie May Wiser and her two minor children, and to declare an emergency.

Whereas, on the 29th day of April, 1914, William Isaac Wiser was committed to the state hospital for the insane at Lincoln, and

Whereas, on the 6th day of June, 1914, said William Isaac Wiser, through the negligence of a nurse in charge of the ward in said hospital, secured access to a medicine case containing, among other things, a bottle of carbolic acid, and

Whereas, being insane and intending to destroy his life, he swallowed part of the contents of said bottle of carbolic acid, and died from the effects thereof, and

Whereas, the death of said William Isaac Wiser left Lettie May Wiser a widow with two minor children, aged five and eleven, entirely dependent upon her for support and maintenance, and

Whereas, she is without means and destitute and has been damaged by the death of her husband in the sum of $2,000, therefore

Be it Enacted by the People of the State of Nebraska:

Section 1. Relief of Lettie Wiser-appropriation for.-That there be and is hereby appropriated out of any money in the treasury of the state of Nebraska, not otherwise appropriated, the sum of $2,000 for the payment of all damage and loss of support and damage sustained as aforesaid by the said Lettie May Wiser and her two minor children.

Sec. 2. Warrants.-The auditor of public accounts of the state of Nebraska, is hereby authorized and directed to draw his warrant upon the state treasurer for the sum of $2,000 in favor of said Lettie May Wiser for the payment in full for the loss of support and damage by her sustained as aforesaid.

Sec. 3. Emergency.-Whereas, an emergency exists, this act shall take effect and be in force from and after its passage and approval.

AN ACT to appropriate the sum of $3,000.00 for the benefit of Mildred Honke, wife of Frank Honke, and her two minor children, and to declare an emergency.

PREAMBLE.

Whereas, On the 11th day of July, 1915, Frank Honke who on said date was an inmate of the State Hospital for the Insane at Norfolk, Nebraska, having been adjudged to be insane by the board of insanity of Boyd County, Nebraska, on the 1st day of July, 1915, and a fit subject for treatment at said hospital, and having been committed thereto by said board.

Whereas, on said 11th day of July, 1915, said state was constructing an addition to said hospital building at the west end thereof and had removed a part of the partition between the older building and said addition, which opening was insufficiently and carelessly closed with thin boards but slightly nailed, and the windows in said addition were at the time without sash or glass.

Whereas, said Frank Honke was carelessly and negligently left by himself in a room of the main part of said hospital building in the fourth story thereof by one of the guards of said hospital, to whose care said Frank Honke had been assigned, which guard on different and several occasions had punished said Honke for minor offenses, and when said Honke saw said guard returning towards him in a menacing and threatening manner, said Honke sought to escape, and tearing off the boards between said main building and the addition thereto, and being still pursued by said guard ran to one of the windows aforesaid and either jumped or fell therefrom to the ground, a distance of about 40 feet, from which fall he became paralyzed and utterly helpless, and will so remain during his life. Said Frank Honke was about 38 years of age at the time of the accident aforesaid, and

Whereas, But for the unsafe condition of the said building and the negligence of the employees therein, said accident would not have occurred, Therefore,

Be it Enacted by the People of the State of Nebraska:

Section 1. Relief of Mildred Honke-appropriation.—That there is hereby appropriated out of any money in the general fund of the State of Nebraska, the sum of $3,000.00 for the payment of all damages, losses and loss of support and damage sustained by said Mildred Honke and the two minor children of the said Mildred and Frank Honke. ›

Sec. 2. Warrant.-The Auditor of Public Accounts of the State of Nebraska is hereby authorized and directed to draw his warrant upon the State Treasurer for the sum of $3,000.00 in favor of said Mildred Honke for payment in full on account of said accident to said Frank Honke.

Sec. 3. Emergency. Whereas, an emergency exists, this act shall take effect and be in force from and after its passage and approval.
