Sec. 3. Lapsed appropriation. The appropriations provided for in House Roll No. 345 made available by initiative measure No. 305 are hereby extended and made available for two years from the date at which said appropriations woul.d otherwise lapse under the provisions of the Constitution of the State.

Sec. 4. Used for what.-No part of this appropriation shall be used for purchase of land in connection with the city campus. In planning for buildings on the city campus, the Regents are requested, after completing the group of buildings definitely outlined in their last biennial report, to give their next consideration to a Library building to be built wholly or in part out of any unexpended balance of appropriations provided for in this bill; or any back taxes that may be paid later on the three-quarter mill fund which may be available for appropriation at the next session of the Legislature.

Sec. 5. Back taxes appropriated.-Any back taxes, arising from the three-quarter mill levy for the University building fund, which may have been collected or which may be collected during the biennium ending March 31, 1919, are hereby appropriated for the same purposes as specified in this act.

Sec. 6. Emergency. Whereas, an emergency exists, this act shall take effect and be in force from and after its passage and approval according to law.

AN ACT to appropriate money belonging to the state normal school library funds of the state normal schools at Peru, Kearney, Chadron and Wayne, for the purchase of books and library supplies for the respective libraries of said normal schools, and to declare an emergency.

Be it Enacted by the People of the State of Nebraska:

of money in the state treasury belonging to the respective library funds of the state normal schools at Peru, Kearney, Wayne and Chadron on March 31, 1917, after paying all claims now on file, and all sums which shall be paid into the treasury as matriculation fees belonging to said respective library funds prior to March 31, 1919, are hereby appropriated for the purchase of books and library supplies for the respective libraries of the state normal schools where the same shall accrue.

Sec. 2. How expended. The money hereby appropriated shall be expended by the board of education of the state normal schools as provided by law.

Sec. 3. Emergency. Whereas, an emergency exists, this act shall take effect and be in force from and after its passage and approval according to law.

AN ACT appropriating ninety per cent of the eighty-five one hundredths of one mill tax levy for the state normal schools at Peru, Kearney, Wayne and Chadron for the biennium ending March 31, 1919.

Be it Enacted by the People of the State of Nebraska:

Section 1. Normal schools appropriation.-Ninety per cent of the eighty-five one-hundredths of one mill tax levy for the state normal schools at Peru, Kearney, Wayne and Chadron for the years 1917 and 1918 and all sums paid into the Staté Treasury prior to March 31, 1919, arising from said eighty-five hundredths of one mill tax levy in any year and not otherwise appropriated, is hereby appropriated for the biennium ending March 31, 1919, to the uses of said state normal schools and to the expenses of the state board of education, to be expended under the direction of said board.

AN ACT appropriating the income from the normal school endowment fund for the biennium ending March 31st, 1919, and all accumulated funds derived as income from said endowment fund for the uses of said normal schools under the state board of education.

Be it Enacted by the People of the State of Nebraska:

Section 1. Normal school endowment fund-appropriation. -There is hereby appropriated for the uses of the normal schools at Peru, Kearney, Wayne and Chadron for the biennium ending March 31st, 1919, all moneys derived as income from the normal schools endowment fund during said biennium and all accumulated funds in the state treasury derived as income from said endowment fund.

Sec. 2. How expended.-The appropriation herein shall be expended under the authority of the state board of education. Approved, March 10, 1917.

CHAPTER 255.

AN ACT to appropriate the cash funds and other receipts from miscellaneous sources arising at the state normal schools of Peru, Kearney, Wayne and Chadron during the biennium beginning April 1, 1917, and ending March 31, 1919, and all sums of money in the state treasury belonging to the cash fund of said institutions on March 31, 1917, to the current expense funds respectively of each of said institutions.

Be it Enacted by the People of the State of Nebraska:

not otherwise appropriated by this legislature, paid into the state treasury from the state normal school at Peru, the state normal school at Kearney, the state normal school at Wayne, the state normal school at Chadron, during the biennium beginning April 1, 1917, and ending March 31, 1919, and all sums of money in the state treasury belonging to the institution cash fund of each of said institutions on March 31, 1917, are hereby appropriated to the current expense fund of the respective institutions where the same may arise.

Sec. 2. How expended. The appropriation herein made shall be expended by the board of education of the state normal schools as provided by law.

AN ACT making appropriations for the expenses of mobilization and main

tenance of the Nebraska National Guard and all other regiments or

parts thereof recruited, organized or mobilized within the state, and declaring an emergency.

Be it Enacted by the People of the State of Nebraska:

Section 1. National guards—appropriation.-There is hereby appropriated, out of the general fund of the state, the sum of $100,000.00, or so much thereof as may be required, for the payment of the expenses necessarily incurred by the mobilization and maintenance of the Nebraska National Guard, or any part thereof, and for the expenses of recruiting, organizing and mobilizing, and maintaining, of all volunteer regiments, or parts thereof, necessitated by the command of the President; and there is hereby further appropriated for the uses herein before stated any sum and all sums which may be paid into the state treasury of the State of Nebraska, by the government of the United States for the purposes expressed in this act.

Sec. 2. Emergency.-Whereas, an emergency exists, this act shall be in force from and after its passage and approval. Approved, April 14, 1917.

AN ACT making appropriation for the purchase of medals for members of the Nebraska National Guard and declaring an emergency.

Be it Enacted by the People of the State of Nebraska:

Section 1. Medals to national guards-appropriation.That the sum of One Thousand Dollars ($1,000.00), or so much thereof as may be necessary, is hereby appropriated from the State General Fund for the purpose of purchasing suitable medals to be presented to members of the Nebraska National Guard for meritorious service on the Mexican Border.

Sec. 2. Emergency. Whereas, an emergency exists, this act shall take effect and be in force from and after its passage and approval.

AN ACT making an emergency appropriation of $6,000.00 for the use of Nebraska National Guard, for the payment of indebtedness, for current expenses and to meet and provide for existing and probable expenses, and to declare an emergency.

Be it Enacted by the People of the State of Nebraska:

Section 1. National guards supplies-appropriation for.There is hereby appropriated the sum of $6,000.00, or so much. thereof as may be necessary, from the general fund, for the use of the Nebraska National Guard, for the payment of present indebtedness, probable indebtedness and support of said National Guard until the end of the fiscal year for labor, freight, drayage, express, transportation, temporary armory rental, supplies necessary in the Quartermaster Corps, clerical help, office supplies, supplies necessary in the Adjutant General's Department,
