Sec. 2. Library fund.-The following sums of money, or so much thereof as may be required, are hereby appropriated from the "Library Fund for the Purchase of Books" for the payment of indebtedness arising from deficiencies and owing by the State of Nebraska as follows:
Sec. 3. Warrants.-Upon presentation of the proper vouchers the State Auditor is hereby authorized to draw his warrant on the State Treasurer and against the funds hereby appropriated.
Sec. 4. Emergency.-Whereas, an emergency exists, this act shall take effect and be in force from and after its passage and approval.

AN ACT to appropriate for the uses of the State University ninety-three per cent of one mill University tax levy for the years 1917 and 1918; to appropriate a certain sum of money for state and University special activities to be expended under the direction of the Regents of the University, and to provide a special tax levy for the same; to appropriate the University Cash Fund; to authorize a certain specific payment from the levy of the years 1915 and 1916; and to declare an emergency.
Be it Enacted by the People of the State of Nebraska:
Section 1. University special tax levy.-That 93 per cent of the one mill State University tax levy for the years 1917 and 1918 is hereby appropriated for said biennium to the use of the University of Nebraska for salaries and wages and current expenses. When the grand assessment roll of the state for each of the years 1917 and 1918 is made, the auditor of public accounts and the treasurer shall place to the credit of the temporary University fund 93 per cent of the face of the returns of said university tax levies for the years 1917 and 1918.
Sec. 2. Balance of former appropriation retained.-The university cash fund balance in the hands of the state treasurer on March 31, 1917, and all moneys received to said fund for the two years ending March 31, 1919, is hereby appropri ated for the purpose for which said money is or may be collected.
Sec. 3. Special state activities fund.-There is hereby
created a special fund to be known as the State Activities Fund which shall consist of the proceeds of seventy-five one-hundredths of one mill on the grand assessment roll of the state for the years 1917 and 1918. Ninety-three per cent of the above levy is hereby appropriated for said biennium to be expended under the direction of the board of Regents for the purposes hereafter enumerated in this section. It is, however, provided. that the Regents may at their discretion diminish or increase any of the items in order to meet any emergencies that may arise; provided, however, that the total sum hereby appropriated shall not be exceeded. Provided further that all of the proceeds of this levy over and above the sum of $733,156.00 shall revert to the general fund of the state.

Sec. 4. University farm.-The Regents of the University are hereby authorized to use for the support of any departments located at the University Farm campus any revolving funds. heretofore appropriated for special purposes.
Sec. 5. Dean Bessey's salary balance.-The regents are authorized to pay out of any unexpended balance remaining from the appropriations approved April 17, 1915, to Mrs. Lucy A. Bessey, widow of Dean Charles E. Bessey, the sum of $1,458.33, representing the balance of the salary that Dr. Bessey would have received if his death had not removed him from the University's service before the close of the year ending August 31, 1915.
Sec. 6. Bessey memorial fund.-The Regents are authorized to expend annually from the proceeds of other permanent endowments a sum equal to the interest received from the voluntary endowment, known as the Bessey Memorial Fund. Said expenditure to be made for the same purposes as the proceeds of the Memorial Fund.
Sec. 7. Warrants.-The Auditor of Public Accounts is hereby directed to issue his warrants upon the official certificate of the Board of Regents and the State Treasurer is hereby directed to pay the same from the funds and appropriations above named, all as now provided for by law.

AN ACT to appropriate to the uses of the State University ninety-three per cent of the three-quarter mill special University building fund tax levy for the years 1917 and 1918, to appropriate unexpended balances and back taxes arising from the three quarter mill levy for University building purposes, to extend appropriations already made, and to declare an emergency.
Be it Enacted by the People of the State of Nebraska:
Section 1. University extension-appropriation. That ninetythree per cent of the three-quarter mill special University building fund tax levy for the years 1917 and 1918 is hereby appropriated for said biennium to the use of the University of Nebraska for the purpose of extending, improving and enlarging the grounds, campus, buildings, plant, equipment, and appurtenances of the University, to be disbursed in accordance with Section 7108 of the Revised Statutes of Nebraska, 1913, and in accordance with House Roll No 345, approved April 13, 1913, and the initiative measure No. 305 as enacted by the people at the general election November 3, 1914.
Sec. 2. Same-tax levy.-When the grand assessment roll of the state for each of the years 1917 and 1918 is made up, the Auditor of Public Accounts and the Treasurer shall place to the credit of the special University building fund ninety-three per cent of the face of the returns of tax levies for the special University building fund for the years 1917 and 1918. Warrants not exceeding the amount of credits specified in this section shall be drawn by the Auditor upon certificates presented by the Board of Regents, and warrants so drawn shall be paid by the State Treasurer.
