or any member of the legislature, or any county officer who shal! violate any of the provisions of this act shall be punished by a fine of not less than one hundred dollars nor more than five hundred dollars or by imprisonment in the county jail for not less than thirty days nor more than six months, and shall upon conviction forfeit the office held by such person at the time of committing such offense.

CHAPTER 212.

AN ACT to authorize the State Board of Educational Lands and Funds to exchange any State Educational Lands within the limits of any United States Forest Reserve in this State for lands of equal acreage and value held by the United States Government in such Reserves, and to provide for the leasing of such lands thus acquired.

Be it Enacted by the People of the State of Nebraska:

Section 1. Exchange of public lands in forest reserves.The State Board of Educational Lands and Funds is hereby authorized and empowered to enter into agreements with the officers and agents of the United States Government for the exchange of any State Educational Lands lying within any Federal Forest Reserve within this State for other lands of equal areas and value belonging to the United States and within any Federal Forest Reserve. And the said Board of Educational Lands and Funds is hereby authorized to convey any such lands to the United States by deed as provided in Section 5851 of the Revised Statutes for 1913 upon the execution by the United States Government of a patent to the State of Nebraska for the United States lands as exchanged.

Sec. 2. Same. Any lands so received and patented from the United States shall be held as a part of the Educational Lands of this State and shall be subject to all existing laws pertaining to such lands. Provided, that such lands so received in

exchange shall only be subject to lease for terms not exceeding five (5) years with the privilege of renewing for a like term in the option of the board. Such leases may also include the right to the lessee of removing all improvements he may have erected on the land.

Sec. 3. Same-leased lands.-The Board of Educational Lands and Funds is further authorized and empowered to secure from the holders of any leases or sale contract of any Educational lands lying in any Federal Forest Reserve surrenders, relinquishments or cancellation of such leases or sale contract. If the Board and the holder of any such leases or sale contract cannot agree upon the terms for such surrender, relinquishment or cancellation thereof, the Board is hereby empowered and authorized to take over the interest of such holder by appropriation as provided for the condemnation of private property for State Institutions as set forth in Art. 14, Chap. 74 of the Revised Statutes for 1913.

Sec. 4. Appraisal of lands.-The appraised value of any state lands exchanged under this act shall not be less than seven dollars per acre and the appraised value of the United States land received therefor shall correspond to this requirement.

CHAPTER 213.

AN ACT to legalize the sale and conveyance of certain real estate known and used as the Experiment Station, plant and appurtenances, at Culbertson, Nebraska, and to quiet the title of said real estate in the purchaser.

Be it Enacted by the People of the State of Nebraska:

Section 1. Sale of school land to Samuel E. Solomon-validated. That the sale of the real estate situated and included in the Experiment Station, Plant and Appurtenances at Culbertson, Nebraska, to-wit: the Southeast Quarter of Section Nine,

Township Three, north, of Range Thirty-one, west of the Sixth Principal Meridian, which was made by the Board of Regents of the University of Nebraska, pursuant to authority and direction of Section 4 of Chapter 278 of the Laws of Nebraska, 1915, to Samuel E. Solomon, and the conveyance by deed which was made by "The Board of Regents of the University of Nebraska, by Victor L. Lyford, President," on the 26th day of February, 1916, and recorded in the office of the County Clerk of said county, on the 9th day of March, 1916, in Book 29 of Deeds, on Page 560, are hereby declared a legal sale and conveyance to all intents and purposes, and the title of said real estate above described is hereby established, quieted and confirmed in the said Samuel E. Solomon, as against The Board of Regents of the University of Nebraska, and the state of Nebraska; subject to the mortgage executed by said purchaser to The Board of Regents of the University of Nebraska, for the unpaid portion of the purchase price of said real estate.

CHAPTER 214.

AN ACT authorizing the grading of land on the State Fair Grounds, and the construction of a permanent building, and to appropriate for such purposes the sum of eighty thousand dollars ($80,000.00), or as much thereof as may be necessary.

Be it Enacted by the People of the State of Nebraska:

Section 1. State fair grounds, buildings, plans-Immediately after the taking effect of this act, the State Board of Agriculture shall cause to be prepared and presented to the Board of Educational Lands and Funds, plans and specifications for one steel, brick, lumber and concrete swine barn at an estimated cost for construction of the same and grading upon the State Fair Grounds, not to exceed eighty thousand dollars ($80,000.00), said swine barn to be placed on the said State Fair Grounds, and to be built of permanent and substantial material.

Sec. 2. Buildings-construction.-If, in the judgment of the said Board of Educational Lands and Funds, the said plans and specifications are suitable for the purposes intended, it shall advertise for bids for the grading of land on State Fair Grounds, and construction of the said steel, brick, lumber and concrete swine barn in such manner and form as it may deem best, and let the contract for its construction to the lowest responsible bidder, provided, no permanent steel, brick, lumber or concrete swine barn shall be constructed the contract price of which shall exceed the appropriation available therefor under the provisions of this act. Whenever deemed necessary by said Board of Educational Lands and Funds, a superintendent of construction shall be appointed, and his compensation, together with all necessary expenses, shall be paid out of the appropriation herein made. The said permanent swine barn shall be of such a character and located on such a part of said State Fair Grounds as said State Board of Agriculture may approve and direct.

Sec. 3. Appropriation. For the purpose of carrying into effect the provisions of this act, there is hereby appropriated out of any money in the state treasury not otherwise appropriated the sum of eighty thousand dollars ($80,000.00), or as much thereof as may be necessary. The Board of Educational Lands and Funds shall approve all claims, and the auditor is hereby directed to audit such claims and draw his warrant on the State Treasurer for the amount thereof.

CHAPTER 215.

AN ACT creating a bureau of printing and supplies, to prescribe the duties of the commissioner of said bureau; to provide for the appointment of a deputy commissioner; to provide penalties for violations of this act; to repeal Sections 5898, 5899, 5900, 5901, 5902, 5903, 5904, 5905, 5906, 5907, 5908, 5909, 5910, 5911, 5912, 5913, 5914, 5915 and 5916, Revised Statutes of 1913, and to declare an emergency.

Be it Enacted by the People of the State of Nebraska:

is hereby created a bureau of printing and supplies, and the Governor of the State is hereby made the commissioner of said bureau. To facilitate the discharge of his duties, the Governor shall appoint a deputy commissioner, which deputy commissioner shall be a thorough and practical printer, who shall perform and discharge under the direction of the commissioner of the bureau, all the duties imposed by the provisions of this act, and said deputy shall have all the powers and rights that are vested and lodged in the commissioner of this bureau, under the provisions of this act.

Sec. 2. Office and supplies.-Said bureau of printing and supplies shall have headquarters in the capitol. It shall have the facilities for transacting business that are usually furnished to other executive departments, and shall be furnished with the necessary books, blanks, records, postage and stationery necessary to properly conduct the affairs of said bureau, in accordance with the provisions of this act. It shall also be provided with a storage room for the safe keeping of all stock and staple supplies, etc., under its control and supervision.

Sec. 3. Purchase all printing and stationery supplies for state. Within thirty days after this act goes into effect, and on or before the 10th day of January, April, July and October of each year thereafter, the commissioner of this bureau shall receive from the officers of each and every department of the state government and state institutions, all institutions under the board of commissioners of state institutions, and all departments therein; all state officers and each and every department and bureau, commission, board, existing or created by the laws of the State of Nebraska, excepting the State University and normal schools which shall comply with the provisions of section 15 of this act, and also excepting the State Board of Agriculture, an estimate of the probable amount and kind of stationery, blanks, blank books, circulars, folders, catalogues, pamphlets, reports, and all other stationery or printed matter required by law to be contracted for by said state offices and state institutions, for the biennium or any part thereof, and also an estimate of all office supplies, including rubber bands, pencils, pens, pen holders, ink, rubbers, typewriter supplies, typewriters, and office stationery to be used during the period for which said estimate is made. Said estimate shall be in writing and shall specify in detail the kind, quantity
