III. When complaints are made by citizens that they have been persecuted by the civil authorities for opinion's sake, such complaints will be entertained by post commanders in this district, who, after carefully inquiring into all the circumstances, taking testimony under oath of both parties, will forward a report of their investigation, accompanied by the affidavits, to these headquarters. Special Orders from the headquarters fourth military district.

HEADQUARTERS FOURTH MILITARY DISTRICT,

(MISSISSIPPI AND ARKANSAS,) Vicksburg, Miss, April 15, 1867.

V. A board of officers is hereby appointed to meet at these headquarters from day to day, for the purpose of dividing the State of Mississippi into election districts, to effect a more complete registration of voters of the State, as provided in the act of Congress "to provide for the more efficient government of the rebel States," and "an act supplementary thereto."

The board will also examine applications for the position of register, correspond with the most prominent and reliable Union men of the State, obtain all reliable data possible, and thereupon recommend applicants to the commanding general for appointment in each of the districts proposed to be established.

As it is important that none but loyal men should be appointed as registers, the board will record in each case its reasons for recommending appointment.

In case there are no applicants for the appointment of register in any proposed election district, the board will report the fact, and also what course it considers advisable to take to secure the appointment of the proper person for the office.

Vicksburg, Miss., April 24, 1867.

In accordance with the provisions of an act of Congress entitled "An act supplementary to an act entitled 'An act to provide for the more efficient government of the rebel States,' " the following named citizens of the State of Mississippi are hereby appointed registers under the act, and will constitute the board of registration for the county of Warren: J. A. Maltby, Alston Mygatt, C. E. Furlong. The appointments will continue in force until revoked by the commanding general.

Each member of the board will, prior to entering upon his duties, subscribe and file in the office of the assistant adjutant general at these headquarters the following oath of office:

I, do solemnly swear that I have never voluntarily borne arms against the United States since I have been a citizen thereof; that I have voluntarily given no aid, countenance, counsel or encouragement to persons engaged in armed hostility thereto; that I have neither sought, nor accepted, nor attempted to exercise the functions of any office whatever, under any authority or pretended authority, in hostility to the United States; that I have not yielded a voluntary support to any pretended government, authority, power, or constitution within the United States, hostile or inimical thereto. And I do further swear (or affirm) that to the best of my knowledge and ability I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that

I will faithfully discharge the duties of the office on which I am about to enter: So help me God.

The board will conform in its action to the general provisions of the first section of the act herein before mentioned, and to such special instructions and orders as it may from time to time receive from the commander of the fourth military district. The board will select a suitable office and commence at once the registration of the legal voters of the county, which, for the purpose, will be divided into the number of precincts most suitable for complete registration and the convenience of voters in the subsequent elections. The board will visit each of the precincts thus established, giving at least five days' notice thereof, and will remain in each sufficiently long to enable all qualified voters to register. Each registered voter will be furnished with a numbered certificate of registry of the following form, signed by each member of the board :

The list of voters, as registered, will be kept in duplicate, in books provided for that purpose. Opposite each voter's name will be entered the number of his certificate, in order that when he vote's his number may be checked off or cancelled, to prevent more than one vote being given on the same certificate.

The board will determine (subject to the approval of the commanding general) the order of precedence for registration of the various precincts of the county, and will, without delay, by printed handbills and otherwise, spread throughout the limits thereof, information of the exact date at which it will visit each precinct, the length of stay therein, and the place where its session will be held. Office hours for registration will be from eight o'clock a. m. to twelve o'clock m., and from four o'clock till seven p. m.

The board is authorized to employ one clerk and such other assistants as the commanding general may approve.

Every male citizen of the United States twenty-one years of age or over, of whatever race, color or previous condition, who has been a resident of the State of Mississippi for one year prior to the date at which he presents himself for registration, and who has not been disfranchised by act of Congress, or for felony at common law, shall, after having taken and subscribed the oath prescribed in the first section of the act herein referred to, be entitled to be, and shall be, registered as a legal voter.

Pending the decision of the Attorney General of the United States upon question as to who are disfranchised by law, registers will give the strictest interpretation to the law and exclude from registration every person about whose qualification to vote there may be a doubt. Any person so excluded, who may, under the decision of the Attorney General, be entitled to vote, will be duly informed of such decision by the registers, and be permitted to register at any time prior to the first day of September, at which time the registration of the State must be completed."

The commanding general confidently relies upon the known character of each member of the board herein appointed, to insure a fair and impartial registra

tion of the qualified voters of the county, and calls upon all good citizens resident therein, to aid the board in the faithful discharge of its duty.

I. Brevet Major Joseph G. Crane, chief commissary of subsistence of this district, will proceed, without delay, to New Orleans, Louisiana, on duty connected with the registration of voters in the States of Mississippi and Arkansas. On completion of the special duty assigned to him in New Orleans, Brevet Major Crane will return to these headquarters by the way of the Mississippi river, stopping at such points and for such length of time, as will enable him to recommend to the commanding general proper persons for the appointment of registers for the counties in the State of Mississippi, south of Claiborne, bordering on the river.
