The above table shows the returns for 1868, as filed at the Secretary of State's office. The parishes of Avoyelles, West Feliciana, Franklin, Jackson, Jefferson, Orleans, St. Bernard, Sabine, St. John Baptist, St. Martin's, Terrebonne and Washington, were afterward thrown out for a technical informality, making the legal official vote 27,911 for Grant, and 41.358 for Seymour, giving the latter a majority of 13,447, and making the full vote 69,269. This gave the Republicans the Second Congressional District, (the only one carried by the Democrats at the last election.) The Democrats gain the other districts. Mr. Menard, the first colored Repre sentative to Congress, was elected in the Second District, to fill the vacancy caused by the death of Col. Mann. |
