All officers, while at sea or attached to a sea-going vessel, shall be allowed one ration. The pay of all naval officers appointed by virtue of an act entitled "An act to provide for the temporary increase of the navy," approved July 24, 1861, shall be the same as that of officers of a like grade in the regular navy. The law provides that the rate of pay of officers of the navy on the retired list, and not on duty, nor retired on furlough pay, in cases where such rate of pay has not heretofore been fixed by law, shall be one half of the pay to which such officers would be entitled if on duty at sea. The pay of clerks of navy yards, of clerks to commandants of navy yards, and of clerks to naval store-keepers was increased twenty-five per cent, upon their salaries from the commencement of the fiscal year, July 1, 1867. And the retired pay of Surgeons, Paymasters, Engineers and other staff officers in the navy was made the same as that of the retired officers of the line with whom they have relative rank.
