One-half of one mill tax levied. contemplated therein, there is hereby levied a tax of one-half of one mill on the dollar valuation on all taxable property of the State of Nebraska, as shown by the assessment for the years 1883 and 1884, and the fund so created is hereby appropriated and shall be devoted to carrying out the provisions of this act, as provided in section 15 and 5, and shall when collected and paid into the State treasury, be by the State treasurer credited to the general fund to provide for the payment of warrants so as aforesaid drawn, and the warrants drawn in payment for this building shall not be paid out of any other fund except that created by the one-half mill hereby levied, and none of said warrants shall draw interest, but they shall be paid as fast as money so raised shall be collected and in the hands of the State treasurer.
