Treasurer: THE LONDON AND WESTMINSTER BANK, LIMITED. OBJECTS.—This Institution was established in 1839 in the City of London, under the Presidency of the lato Alderman Harmer, for granting Pensions and Temporary Assistance to principals and assistants engaged as Vendors of Newspapers,
MEMBERSHIP.-Every Man or woman throughout the United Kingdom, whether Publisher, Wholesaler. Retailer, Employer, or Employerl, is entitled to become a Member of this Institution, anil enjoy its benefits upon payment of Five Shillings annually, or Three Guinens for life, provided that he or she is engaged in the sale of Newspapers, and such Meinbers who thus contributo secure priority of consideration in the event of their needing aid from the Institution.
PENSIONS.-The Annuitants now number Thirty-six, the Men receiving 252. and the Women 201. per annum each.
The Royal Victoria Pension Fund," commemorating the great advantages the News Trade enjoyed under the rule of Her late Majesty Queen Victoria, provides 201. a year each for Six Widows of Newsvendors.
The "Francis Fund" provides Pensions for One Man, 251., and One Woman 201., and was specially subscribed in memory of the late John Francis, who died on April 6, 1892, and was for more than fifty years Publisher of the Athenaeum. He took an active and leauling purt throughout the whole periol of the agitation for the repeal of the various then existing "Taxes on knowledge," and was for very many years a staunch supporter of this Institution.
The "Hornce Marshall Pension Fund " is the gift of the late Mr. Horace Brooks Marshall. The employés of that firm hare primary right of election to its benefits.
The "Herbert Lloyd Pension Fund" provides 25!. per annum for one inan, in perpetual and grateful meinory of Mr. Herbert Lloyd, who died May 12, 1899.
The principal features of tho Rules governing election to all Pensions are, that each Candidate shall have been (1) a Member of the Institution for not less than tvn years preceding application ; (2) not less than fifty-five years of age ; (3) engaged in the sale of Newspapers for at least ten years
RELIEF.- Temporary relief is given in cases of distress, not only to Members of the Institution, but to Newsvendors their servants who inny be recommended for assistance by Members of the Institu. tion, Inquiry is male in such cures by Visiting Committees, and relief is awarded in accordance with the merits and requirements of each case.
