Amfterdam, Feb. 27. John Adams, Efq; has opened a loan for a mil. lion of florins for the United States of America, according to the printed plan of which, each fhare hall amount to 1000 florins, and hear five per cent. intereft per annum. Meff. Neufville and fons, merchants here, have the management of this affair, and the obligations, &c. are figned by Mr. Adams, and counterfigned by Meff. Neufville, and registered by the notary, Anthony Mylins. The repayment of this capital (for which the Thirteen United States of America engage themselves all together, and each of them feparately, as well as for the punctual payment of the intereft) will be made after the expiration of 10 years; a fifth part, or 200 obligations each year, to be determined by lots, drawn in prefence of the notary and witneffes, fo that in 15 years all the capital will be paid.

DIED, at Norwich, aged 74. Henry Goodall, D.D. Prebendary of Norwich, Archdeacon of Suffolk, Rector of Mattifhall with Pattefley, and alfo of Bixley with Earl Framingham, in Norfolk; likewife commifiary of the peculiar jurifdiction of the Dean and Chapter, of Norwich.

At his chambers in the Temple, Edw. Capell, Efq; deputy infpector of plays. He devoted the laft 37 years of his life to the ftudy of Shakefpeare's plays, of which he publifhed an edition in the year 1768. Since that time he has been employed in compiling and printing the illuftrations to it, the

MARCH.

At the beginning of this month the diftemper among the horned cattle broke out in the Isle of Thanet. It began at Mrs. Cowell's, at Salmfton, near Margate, and is fuppofed to have been brought over from Oftend by two fheep kins, which being thrown on the beech were taken up with fome fea-weed, and laid on a dung-hill. To these a cow fmelt, and roiled on them. Six other beafts died at Manfton; five more were fhot there, and buried on the 9th; feveral others died; fome were fhot. On the 12th, an order of council was iffued (as usual) prohibiting the removal of dif tempered cattle, and ordering them to be killed, and buried at leaft four feet deep, with their hides flafhed, &c. Two more were feized with it at Minfter on the 16th, and immediately killed and baried. By the above, and other precautions, it is hoped, that it will fpread no further. Some had been previously removed to Afh and Chiflet; though nothing feems eafier than to confine them in this ifland, there being only three outlets, viz. at Sandwich, Sarr, and Reculver.

The following account of 2d. the lofs of the General Barker Eaft-Indiaman is given in a private letter from Holland, from a

gentleman on board: "In the hard gale of wind which came on between eleven and twelve at night on the 12th inft. we parted with three cables a-head, and foon after loft every anchor and cable we had. The following day we fired fignals of diftrefs, but could get no affiftance. We were at last drifted against the Kentih Knock, where we lay for fix hours; by the help of a trong tide we got off in the evening, but not without the lofs of all our boats, and cutting away our main and mizen-mafts, The gale continuing on the 15th, we were driven on fhore on the coaft of Holland, in which dreadful fituation we remained all night, expecting every moment to be our laft, and in which horrid fufpenfe fifteen of the crew actually perish ed. In the morning the Dutch very humanely came out to our affistance, and rescued about fixty of us from a fituation more eafily to be imagined than I can defcribe. We are now at Norwaygon, where we meet with every fympathy our condition merits."

5th. On Saturday was tried before Mr. Juftice Buller and a Special jury at Guildhall, the important caufe between Mr. Langdale, the diftiller, who fued the late lord mayor under the riot act, to recover of the inhabitants of the city the damages he fultained by the deftruction of his premiffes and goods during the late difturbances. The attorney general, Mr. Lee, and Mr. Murphy, were couníel for the plaintiff, and the recorder, Mr. Dunning, Mr. Davenport, and Mr. Rofe, for the city. Mr. Langdale went for 51,5591. 19s. 7d. under feveral heads, viz. the great warehoufe,

with the fpirits behind the house, in Upper Holborn, at 22,4781. 3s. 8d. at prime coft; the furniture 1010l. at Holborn-bridge 78311. 2s. 9d. befides the dead ftock of mills, worms, pipes, and damage done to feveral houses adjoining to Mr. Langdale, held by him under leafes. There was great difpute about the eftimates, as the witnefes were not properly prepared to answer the counfel with their calculations. The recorder made a long fpeech. He contended, that Mr. Langdale had no right to recover, because the fire was communicated from the fpirits which were firft fet in a blaze to the buildings and other property. To this point one witnefs was examined. The judge feemed against the diftin&tion. Mr. Langdale admitted the receipt of 14,6621. from the Excife; 11,4231. of the Union Fire-Office; 16831. 8s. 8d. of the London Affurance Company; 900l. of the Hand in Hand Fire Office; but nevertheless he brought his action to include these several fums for the benefit of the Excife and different offices. The judge without delivering any opinion left the whole cafe to the "confideration of the jury, who withdrew for near two hours, and gave a verdict for 18,7291. 10s. damages only. The jury added also, that Mr. Langdale could not recover the infurances in truft. The verdict is referved for the opinion of the judges, whether goods and flock in trade are within the meaning of the act of parliament, and a new trial will be moved for next term by the city, as the jury gave a verdict for the goods and flock in trade, which are included in the damages given, contrary, as

the counfel fay, to the riot act, whereby these buildings are to be repaired, andno other recompences provided for.

Charles Logie, Efq; his majefty's late conful general at Morocco, arrived in town with difpatches from Gov. Elliot of Gibraltar. Before Conful Logie left Morocco, the emperor, under the influence of the gifts he had received from the Spanish court, threatened the inhabitants of Tangier with the most dreadful effects of his refentment if they held any friendship with the English; and at his injunction, 50 of the principal inhabitants went to the conful's houfe, and demanded an audience; on an interview being given, they fucceffively went up to Mr. Logie, fpit in his face, pointed their daggers to his breaft, and called him by every opprobrious appellation that could be fed. Mr. Logie reports, that the greateft fcarcity of grain prevailed through the country, no rain having fallen for these three laft

years.

Amfterdam, March 8. The perfons appointed to receive the fubfcription entered into by the inhabitants of this city for the relief of their countrymen who are in prifon in England, have addreffed the Duke of Richmond, and begged of his grace, fo famed throughout Europe for his fentiments of generofity and humanity, to give an eye to the difpofal of the money fent to England for the above praife-worthy purpofe. The duke, touched with fo diftinguished a mark of confidence, returned the following anfwer in his own hand-writing.

"I cannot but be much flatter

ed at being chofen to have the care of the money fubfcribed by the inhabitants of Holland for the relief of their imprifoned countrymen: full of esteem, and admiration of their fentiments of humanity and beneficence, I beg the gentlemen fubfcribers to be affured that I will willingly exert all my power in the execution of the truft repofed in me; and if I can be of any ufe towards rendering their generous efforts more advantageous, I will do it with all my heart.

(Signed) RICHMOND." In confequence of which the fubfcribers have fent one thousand pounds fterling to England, and have defired the duke to appoint a proper perfon to have the diftribution of it: they took the fame opportunity to fignify to his grace with what humanity the English prifoners were treated in Holland. 14th.

20th. Two gold medals of 15 guineas each, given annually by his Grace the Duke of Grafton, Chancellor of the Univerfity of Cambridge, for the encouragement of claffical learning, were adjudged to Mr. George Law, of Queen's, and Mr. Robert Pedley, of St. John's, BB.A. At a Court of Common 22d. Council, 1000l. was ordered to be paid out of the Chamber, towards the relief and fupport of the fufferers by the late

hurricanes in the Weft India Iflands, to the Treasurer of the Committee, for their relief.

DIED, at Wrest House, in Bedfordshire, aged 30, Lord Polwarth, only fon of the Earl of Marchmont, and fon-in-law to the Earl of Hardwicke. Dying without iffue, the English barony of Hume, created in 1776, is extinct.

Thomas Knight, Efq. at Godmerfham, in Kent, in the 80th year of his age. This gentleman, who died poffeffed of a large estate, was elected citizen in parliament for Canterbury, A. D. 1734, and was many years chairman at the quarter feffions. His paternal name was Brodnax, which early in life he exchanged for that of May, and afterwards by a ftatute of 9 Geo. II. he took the name of Knight, which occafioned a facetious member to propose a general bill to enable that gentleman to take what name he pleased." Through a long extent of life he ever maintained a dignity ornamental of human nature, and a piety irreproachable, which nothing but the fincerity of his religion could infpire; evidenced by a conftant attendance on his christian duties, and realized by a moft exemplary patience and refignation during a tedious and painful illness. His own family have loft in him a moft indulgent parent, his relations and friends a ready and able help, and the neighbourhood a munificent patron and benefactor.

of our Eaft India Company, and Mr. de Boers, advocate of the faid company, are returned from Paris; that the former with the approbation of their High Mightineffes, has there figned a treaty offenfive and defenfive for the Dutch East India Company; one of the conditions of which is, that fix French men of war, already failed for the Cape of Good Hope, and which are to be joined by fome others from the ifland of Mauritius, fhall affift in protecting the Cape, and the poffeffions of our company in the Indies, in conjunction with the fhips of the latter now there." We are affured, that the alliance was concluded the end of last month; confequently the Cape is fafe from every infult; and the more fo, as the governor forefeeing the hoftilities, has put the place in a proper ftate of defence, and armed 6000 peafants.

Captain Donnellan, convicted of the murder of Sir Theodofius Boughton, about feven in the morning was carried in a mourning coach from Warwick gaol to the place of execution, and hanged according to his fentence; after which his body was given to the furgeons, to be diffected. Before he was turned off he addreffed the fpectators in the following terms: That as he was then going to appear before God, to whom all deceit was known, he folemnly declared, that he was innocent of the crime for which he was to fuffer." 3d.

Dublin, April 7. Letters were on Thursday received in town from Captain Murphy, of the Charming Mary privateer of Dublin, to his owners, which contain the agreeable news of his having taken and brought into Loughfwilly a rich Dutch merchant fhip, from St. Euftatia, bound to Amfterdam, computed to be worth 30,000l. She had 300 hogfheads of fugar on board. The Charming Mary mounted only eight guns.

India Houfe, April 10. At a general Court of Proprietors of Eaft India Stock held, according to advertisement, on fpecial affairs, Mr. Jones rofe and introduced the following motion:

"That a Committee of fix Directors, and fix Proprietors, be appointed, to confider of their. chartered rights, and of the nature and extent of their right to the territorial poffeffions acquired in India; and at the fame time to confider of propofitions to be offered as the bafis of an agreement between Government and the Company, for the prolongation of their exclufive right to trade in India."

This meeting was in confequence of a motion made in the Houfe of Commons by Lord North the day before, That
